A roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).

Duties and Responsibilities

Under the direct supervision of the ICC Headquarters’ Field Security Coordinator (HQ FSCo) and under the general direction of the Chief of Country Office, the incumbent performs the following tasks:

Serves as Security Advisor to the HQ FSCo and the Chief of Country Office:

  • Manages, within the delegated authority, security activities on support of the country/area of responsibility (AoR) and provides independent security advice on ICC operations within the AoR
  • Advises the HQ FSCo and the Chief of Country Office on the execution of the HQ FSCo and Chief of Country Office’s duties with regard to maintaining the safety and security of the ICC personnel and eligible family members, premises and assets in the country/AoR in accordance with the ICC and the UN Security Management Systems (UNSMS).
  • Monitors the security situation within the AoR and provides the Chief of Country Office and HQ FSCo with independent analysis of emerging security threats to the ICC personnel and eligible family members, premises and assets.
  • Monitors and reports to Chief of Country Office and HQ FSCo on security compliance for AoR.
  • Manages, on behalf of the Chief of Country Office, security activities in support of the ICC operations.
  • Reports all instances of non-compliance with security policies, practices and procedures in their area of responsibility to the HQ FSCo and the Chief of Country Office.
  • Seeks policy advice from the HQ FSCo and keeps the Chief of Country Office and personnel in the AoR informed about the safety and security policies, procedures and protocols.

Provides Security and Safety Advice and Recommendations in Support of Field Missions and Activities:

  • Provide direction and supervise local security staff and/or external security service providers (security contractors and local authorities) as required.
  • Provides technical oversight and guidance for all ICC security personnel in their AoR .
  • Provides technical oversight for all ICC contracted security providers for their AoR.
  • Maintains continuing awareness of prevailing local security conditions, identifying potential threats and advising on the appropriate preventative steps.
  • Ensures that ICC personnel are kept informed of matters affecting their security.
  • Participates, coordinates and/or undertakes security risk management for all locations in their AoR where the ICC personnel and eligible family members are present and facilitates the implementation of recommended mitigating measures.
  • Coordinates, as required by the ICC and UNSMS policy, for eligible family members of internationally recruited personnel serving elsewhere, who are living in the AoR, the same security provisions as for those eligible family members of international personnel serving at that duty station.
  • Participates in and provide security inputs and support to the ICC operational and programme planning.
  • In close coordination with the Administration and Operations Officer, ensures that all security support requirements (vehicles, tools, radio systems) are in place for the successful execution of the mission.
  • In close coordination with the Head of the Country Office, Administrative and Operations Officer and with the Field Security Coordinator in HQ, plans, organises and oversees the execution of security support for missions requiring Close Protection Assignment, Arrestee Transfer Operations or other exceptional Court activities in the field.
  • Conducts security surveys of international personnel residences in accordance with the Country RSM.
  • Ensures that all ICC personnel and eligible family members receive a security briefing upon initial arrival in Country.
  • Coordinates with HQFSCo and UN Department of Safety and Security (UNDSS) to ensure all ICC personnel undertake all mandatory security trainings and participate in all security related contingency exercises.
  • When possible, coordinates with the UNDSS to ensure all ICC personnel and eligible family members receive a security briefing upon initial arrival in country/AoR.
  • Provides advice on technical security requirements contained in the Security Plan, SRM, RSM and other relevant security policies, and monitors their implementation for their AoR.

Serves as Security Liaison and Emergency Response Lead:

  • Establishes contacts across their AoR with the UNSMS Organizations’ counterparts and other partners.
  • Establishes contact across their AoR with all relevant local authorities as appropriate.
  • Prepares, maintains and updates ICC security documentation including contingency plans for their AoR in close cooperation with the Administrative and Operations Officer.
  • Briefs ICC personnel on actions to take in the event of any emergency in accordance with the Country Security Plan.
  • Coordinates, as appropriate, with relevant technical entities to ensure an effective and functioning communications system for security management within ICC that this is fully integrated into the Emergency Communications System for their AoR.
  • Coordinates with UNDSS in the preparation, maintenance and updating of relevant security and contingency plans for ICC in their AoR.
  • Under the delegated authority of the Chief of the Country Office attends, as an observer, all SMT meetings and assist the UNDSS if and when appropriate.
  • Participates as a member of the Security Coordination Cell established by the UNDSS.

Provides Threat and Security Risk Assessments:

  • Conducts security assessments within their AoR as required in support of the ICC operations.
  • Coordinates with the UNDSS and conducts relevant security risk assessments for the ICC in their AoR.
  • Develops and implements threat and security level monitoring related to the AoR.
  • Compiles and submits security situation reports and security/travel advisories as required.
  • Develops and maintains information network for information collection across wide range of stakeholders at the designated field location including governmental and non-governmental organizations and other relevant agencies or individuals for purpose of threat assessments and risk analysis.
  • Drafts Threat Assessments and Security Risk Analysis related to the ICC activity and operations in the field, and provides regular information flow to HQ, through the Chief of Country Office, in particular to the Country Analysis Unit and the Coordination and Planning Unit within the External Relations and State Cooperation Section.
  • Drafts security situation reports, travel advisories, security briefings, or other documentation as required.

Administrative matters:

  • Guiding and supervising internationally and locally recruited staff assigned to the Security Office and acting as reporting officer for Performance Appraisal Reports of staff under his/her supervision.
  • Ensures the Incident Reports related to the ICC personnel and assets present within the AoR are drafted and submitted in accordance with the ICC policy.
  • Ensures the preparation of the updated lists with ICC personnel/family members and the submission to the UNDSS.
  • Coordinates with the FSCo and UNDSS the security specific trainings for the ICC personnel present within the AOR.
  • Maintains an appropriate level of confidentiality regarding the ICC security matters.
  • Conducts vetting interviews as per the ICC policy.

Essential Qualifications

Education:

Advanced university degree (Masters’ degree or equivalent such as Senior Command and Staff qualification) in security management, business administration, political/social science or international relations, police/military science or other relevant field with focus on security and security management. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

A minimum of seven years of relevant professional experience (five years with advanced university degree) in the management and leadership of a police, military or government security service, preferably with leadership experience of the UN/International security management system and with substantial practical experience in planning and security operations, preferably both in national and international setting.

 

Knowledge, skills, and abilities:

  • Relevant non-academic support qualifications in relevant specialist areas, such as security in the field, security communications, investigations, operational planning, close protection, physical security, critical incident management and security training.
  • Good knowledge of security and safety policies and risk management strategies obtained through successfully completing the United Nations Security Certification Programme (SCP) or UN Intermediate Training Programmed (ITP).
  • Knowledge and experience in high-end functional administrative skills e.g. budgetary development and review, drafting, policy development, personnel management and delivery of approved security training.
  • Experience in working under pressure and providing direction to others; operating in hostile or difficult operational environments.
  • Substantial practical experience and professional accreditation (e.g. Certified Protection Professional, Physical Security Professional, Certified Fraud Examiner or Certified Information Security Manager) in relevant specialist areas, such as field safety, physical security, internal investigations, information assurance, custody management, operational planning, security training or critical incident management are considered as an advantage.
  • Excellent communication, diplomatic and negotiation skills. Ability to adjust communication style based on circumstances.
  • Ability to focus on objectives, and plan and delegate tasks with responsibility, accountability and decision-making authority.
  • Ability to work effectively and constructively with persons from different professional, geographic and cultural background.
  • Professional and personal integrity.
  • Ability to manage, lead and supervise a team by demonstrating leadership; ability to create and foster a common culture; appraise staff fairly and objectively; provide feedback timely.
  • Ability to adjust priorities and plan activities and projects in a manner that considers contingencies or changing circumstances.
  • C-category driving licence and/or extensive experience in driving armoured vehicles in high risk security environment/conflict zones is highly desirable.

 

Knowledge of languages:

Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other would be considered an asset. Knowledge of local or regional language of the situation country would be considered an advantage. Knowledge of another language of the Court (Arabic, Chinese, Spanish and Russian) would be considered an asset.
