The Municipality of Leiden aims to improve the connection between policy and execution in 2022. Through the policy agreement, the administrative organization received a new policy directive on themes such as Climate, Social Security, and Housing. The organization is also actively involved in executing existing policies, which also require attention. It involves refining policies due to implementation challenges, unmet goals, or conflicts with other policies. Unclear or sectoral policies may lead to complex situations, extra work for policy implementers, and criticism from the city. As an administrative organization, we lack a comprehensive overview of the needs and developments concerning new policies and the enhancement of existing ones. This lack of overview hampers the municipality's ability to make balanced decisions between new policy ambitions and improving the execution of existing policies. This situation impacts both the city and the organization, with execution employees constantly filling in gaps and policy developers faced with challenging puzzles. The introduction of the Leiden Policy Encourager aims to change this.

Over the past year, we have developed a single work process for policy creation and execution: the Leiden Policy Approach. Additionally, a Leiden Policy Dashboard has been created to access all existing policies. However, our work is not complete. Recently, the Municipality of Leiden submitted a pilot proposal for the Leiden Policy Encourager to the VNG program 'Execution Power and Labor Shortage.' We are proud to be one of the 15 winners and have the opportunity to proceed with the pilot project. Through this pilot, we aim to introduce the role of Policy Encourager. The goals of the pilot include:

  • Enhancing execution capabilities by closing the policy loop;
  • Teaching professionals to work according to the Leiden Policy Approach in the workplace;
  • Reducing work pressure and increasing job satisfaction.
About the Role
  • As Project Leader Policy Encourager, you will be the driving force and central figure throughout the organization regarding organizational development. You will work together with the core team of the Leiden Policy Approach to manage the approach.
  • In your role, you will propose prioritization for policy tasks at 3 key moments within the organization. These proposals will be based on a comprehensive overview of new policy needs, policy documents in development, and policies requiring improvement due to poor execution quality. The key moments entail two college retreats for resource allocation and a management decision-making moment.
  • To develop these proposals, the Policy Encourager can utilize the Leiden Policy Approach and the Policy Dashboard. Additionally, two resources will be provided as part of the pilot. A Business Information Dashboard for Policy Execution Quality will be created to access key performance indicators (customer inquiries, successful applications, appeals, utilization of schemes, etc.). Moreover, a Digital Workplace Learning Environment will be established for employees to learn how to work according to the Leiden Policy Approach from their workplace and contribute to filling the Dashboards.
  • Throughout the pilot project, we will assess the appreciation for the role of the Policy Encourager and the user-friendliness of the tools. The pilot will conclude with an evaluation note and a scalability dossier for other municipalities.
Role Requirements
  • As a project leader, you must have several years of experience in a similar role and hold a completed Bachelor's degree.
  • You should possess a vision and experience in initiating, driving, and implementing change initiatives.
  • Experience in the development of government policies and bridging the gap between execution and policy.
  • Ability to quickly switch between strategic, tactical, and operational tasks and to engage, inspire, and persuade board members, directors, managers, and especially numerous professionals.
  • Strong execution abilities. Not just facilitating, connecting, and communicating, but proven ability to deliver tangible results and/or developed tools.
Offer

This is a one-year assignment for 32 hours per week. The intended start date is July 8th. The position is classified in municipality scale 13 (up to €7325 per month gross for a 36-hour workweek). The role can also be performed independently.
