Team Leader Financial Control Framework
Take our internal control to the next level. That's what you'll be doing as a team leader of the financial control framework within the Control & Finance directorate. You will lead the cluster responsible for developing, managing, and monitoring our overarching financial control framework, ensuring our organization remains in control. Based in either Den Haag or Utrecht, you have the opportunity to make a significant impact on the financial control of one of the largest and most preferred employers in our country, the Tax Department.
Your Role at the Tax Department
As a team leader, you will work in the Internal Control and Investigation department within the Control & Finance directorate. The department consists of four clusters, each with its own focus area. The FCF cluster you will lead is responsible for developing, managing, and monitoring the control framework for both tax and premium revenues (€300 billion) and operating costs (€3 billion). The cluster also oversees the centralized financial administration and the implementation of the Tax Department's ERP system. Your responsibilities include delivering and reviewing the annual financial statements and managing our internal tax control framework. A transition program is currently underway to further develop the FCF and financial systems (including SAP) to issue our annual 'in control statement.'
As a team leader, you will oversee a team of around 15 highly skilled professionals. You will be a professional among professionals, able to contribute substantively. You will act as a connector within the team, driving initiatives forward. This role involves extensive interaction with various stakeholders, such as the State Audit Office, the General Court of Audit, the Finance and Economic Affairs Directorate (FEZ) of the Ministry of Finance, and the (controllers of) departments within the Tax Department. This demands excellent technical and communication skills, requiring you to be a critical partner focused on collaboration and relationships. You should be solution-oriented, acting persuasively. - Your Internal Control and Investigation department serves as the point of contact for various entities such as departments within the Tax Department, the State Audit Office, the General Court of Audit, the Finance and Economic Affairs Directorate of the Ministry of Finance, and the Directorate-Generals of Customs and Allowances.
- You participate in several ambitious transition programs to elevate the Tax Department's processes and systems.
- You must navigate between the objectives of your department, the political interests of the ministry, and the operational interests of the Tax Department nationwide, each with its unique dynamics.
- In your role, you become the linchpin, building a diverse network and engaging in periodic substantive discussions on control issues within both the Tax Department and the Ministry of Finance.
Is This Role Right for You?
- You hold an academic degree in financial administration, supplemented with an RA or equivalent qualification.
- You have at least seven years of relevant experience in a large and complex organization, with knowledge of managing automated financial processes.
- You are a connector with at least three years of experience leading a team of highly skilled professionals with diverse tasks.
- You possess a broad perspective and excellent analytical skills. You are adept at probing deeper while also valuing relationships.
- You can clearly convey your message both verbally and in writing.
