Cost Estimator Turnarounds

Nouvall Engineering Services is specialized inproject support for the (petro) chemical and maritime industry.
We provide expertise in the field of Engineering,Project Management, Maintenance, Shutdowns, Construction andSafety.

Acts as a technical resource forEstimating within the Global Project Methodology (GPM) workprocess. Supports establishment of an overall cost baseline fromwhich cost management reporting and monitoring are performed toensure cost effective project execution.

Tasks andresponsibilities:

• DevelopsDefinition Cost Estimate based on SAP plans, engineering estimates,and vendor estimates and (unit rate) quotations.

• Use facility strategy, operation's scope,engineering estimates, and historical data to build a BudgetEstimate based off frozen TA scope.

• Use planner data to estimate all add-ons and formanagement evaluation.

•Assists with the development of the Plan for Execution Strategy asit pertains to Cost Management.

• Facilitate the building and optimization of aheadcount based estimate for service providers that will bill basedon time & material.

•Calculate and Report cost estimate at completion (forecasts) thatinclude the most up to date plan for service providers and workscope.

• Accrue all costs inaccordance with Dow expense guidelines.

• Provides data to Turnaround Manager on CostReporting, Cost Forecasts and Spending plan.

• Takes appropriate action to resolve costdiscrepancies and issues.

•Finalize & archive all cost information and assists withgenerations of financial portion of the closurereport.

• Variances >10%between Planner vs Actual costs must be validated and job plansupdated to reflect what actually happened in thefield.

• Collects andcorrelates necessary TA-related cost and schedule data needed todetermine equipment, material, subcontract, construction labor,expenses, and in-direct costs.

• Ensures accuracy of estimates by working closelywith team members to understand scope and Planned Jobs as perGTWP.

• Ensure Invoices arecollected and processed correctly as per the Contract Agreementwithin the stipulated time frame.

• Creates Purchase Requisitions, Services EntrySheets and Monitor Purchase Orders for appropriatespending.

• Min. 2 years relevant experience inTurnaround or Project Cost Management /Estimating.

• Strongcomprehension and application of mathematics.

• Mastery of PC based tools and strong computerskills are required.

• Advancedskills in Excel are required.

•Strong written and verbal communication skills inEnglish.

Preferred:

•Knowledge of SAP management systems.

• Experience With CleopatraSoftware.

• Experience withRoser Consys (Prometheus).

•Knowledge of work processes relating to project or turnaroundmanagement, such as Global Turnaround Methodology or Global ProjectMethodology.
