Octagon is looking to hire Software Developer to develop Cyber Auditing Support Tools for a service contract, in support of Cyber Internal Auditor of the European Space Agency (ESA) to work at the ESTEC location in Noordwijk.

The Cyber-Internal Auditor (CIA) of ESA is required to perform Cybersecurity Audits in support of the Galileo Program. This requires evaluation of the level of compliance of the information security management system and implemented security measures with defined requirements, security policies and safety standards within the Galileo program.

The CIA uses a number of resources to support the audit activity including the Computer-Assisted Audit Techniques (CAATS). The service contract requires a number of staff who will be required to take responsibility to develop, upgrade, maintain and extend the CAATS and associated tools.

The main tasks include:

  • Upgrade and maintain the current CAATS; develop and integrate (into CAATS) a new set of tools to improve the current CAATS.
  • Support the maintenance of the CIA database.
  • Integrate industry inputs into the CAATS and develop associated tools to perform the integration.
  • Develop the tools to validate and verify the data provided by ESA.
  • Develop the tools to maintain records of software audit activities (evaluation logs, status reports) provided by ESA.
  • Support the CIA team in the development of specific software and scripts during the execution of audits.
  • Maintain a CAATS configuration management database by listing and describing the tools, listing and describing algorithms developed and listing and describing CIA Repositories.
  • Support the review of evidence provided by industry and assist in Cyber internal training sessions and awareness campaigns performed at ESTEC.
  • Provide on-site support to the audit team during some physical audits.
  • Reporting of activities carried out including summary of products delivered, security incidents, summary of new tools and capabilities developed, summary of validation tests and results of final acceptance.

Competence requirements include:

  • Expertise in software development and experience in conducting project reviews related to software development.
  • Proficiency in programming languages like Python, SQL, R or specialized audit software.

The following skills and experience would be considered an advantage:

  • Minimum 5 years of experience working in developing/maintaining cybersecurity audit tools.
  • Experience using Generalised Audit Software (GAS) or Business Intelligence tools.
  • Knowledge of the full range of typical tools used in CAATS.
  • Ability to analyse problems and devise clear, logical solutions in adapting CAATS.
  • Relevant technical experience in Audit.
  • Knowledge of the ISACA Framework, ISO 27K, NIST or COBIT standards.
  • Proficient in English.
