Title : Program Manager Housing Program Location : Barendrecht - South Holland in Netherlands Duration : 6 Months Remote status : Hybrid Language : Dutch Assignment Objective The municipality of Barendrecht aims to realize approximately 1,000 additional homes by 2040 within the existing residential and town center of Barendrecht East/Centrum. The Housing Program Manager is the driving force/initiator of the Housing Program and responsible for the integrated coordination, management, administrative coordination, and programmatic anchoring of this task. The emphasis is on establishing a replicable development approach, based on pilot projects and collaboration with housing associations and market players. Responsibilities and Duties Coordinate and drive the implementation of a program to realize approximately 1,000 additional homes in the existing residential and city center area of Barendrecht Oost/Centrum by 2040. Framework and Input Housing Environmental Program (Housing Program) Inventory of municipal real estate and potential locations Project locations within the so-called "car wash" Main Tasks and Responsibilities In addition to housing program manager, you will also contribute as a spatial planning advisor to several projects. These are market initiatives or ongoing projects in which you will have a leading or advisory role. 1. Program Manager and Coordination: Developing and maintaining the Housing implementation program. Coordination and integration of individual housing projects within the program. Advising on housing programming (affordability, typology, target groups). Monitoring planning, phasing, milestones, and risks at the program level. Coordinating with and connecting relevant policy areas and advisors. Coordination with external stakeholders: housing associations, developers, MRDH (Research Centre for Housing and Housing), the province, in consultation with the Living Environment strategist. Organizing and chairing the Housing program team with housing associations in consultation with the Housing policy advisor. Supervising the trainee working on the housing program. 2. Initiate and Manage Pilot Projects: Initiate and manage at least four pilot projects: Two with housing associations; Two from the "car wash" locations. Have the outcomes (densification, parking, accessibility) politically reviewed. Ensure that insights from pilot projects and political review are translated into a replicable approach. Manage and connect project leaders, policy advisors, urban planners, lawyers, designers, and other (internal) disciplines. 3. Develop a Replicable Approach: Together with housing corporations and, where applicable, market participants, identify planning capacity through housing corporation projects and car washes. Commission integrated spatial frameworks. Manage policy adjustments and utilize instruments from the Environment Act. Establish structural collaboration with the Management and Public Space Department. Develop agreements for housing corporation projects and car washes. Actively acquire grants and ensure subsidy accountability. Coordinating planning capacity and the timing of plans to ensure sufficient contributions to the Equalization Fund to cover shortfalls in housing corporation projects. 4. Administrative Advice and Decision-Making: Actively providing information to cluster management and the administrative client. Identifying bottlenecks, making proposals, and explaining choices. Drafting administrative documents (board and council proposals, council information letters, contributions to P&C products). Supporting regional deals, performance agreements, and representing external partners. 5. Monitoring and Accountability: Monitoring of quantities, typology, progress, financial feasibility, and settlement at least every two years. Progress reports to the executive board and council at least twice a year. Annual alignment with the plan monitor and housing deal obligations. Incorporate critical agreements into performance agreements.
