Position Overview:

The Engineering Subcontract Manager (ESM) works as part of the overall engineering project management team and will be responsible for developing and executing different types of subcontracts related to the engineering & design scope of work related to the offshore facilities (e.g. FPSO, FLNG, fixed platform, offshore substation, etc), according to defined quality standards and within schedule and budget. As such the ESM will coordinate and manage a number of (single or multi-disciplinary) engineering subcontracts, which will be associated with specific projects. the engineering subcontracts will be executed in various international offices and work sites. The engineering scope covered by third party engineering subcontractor(s) may relate to the floater/hull structure with marine systems, the mooring system and/or the topsides process facility.

The ESM will work in close cooperation with various internal and external stakeholders to ensure that engineering work performed by third party engineering subcontractors are compliant with all project requirements, classification rules, design codes and industry standards as well as any relevant regulatory aspect. Furthermore the ESM will support engineering project teams to monitor, report and control the project progress and ensure all internal and external interfaces with engineering subcontractors are properly managed.

The ideal candidate of the position will have a strong background in Offshore Oil & Gas Industry, and have prior experience as a multi-disciplinary Project Engineer or Engineering Project Manager and with prior experience in executing FEED studies and engineering project delivery.

Key Responsibilities:

• Provide for efficient and profitable delivery of high-quality engineering by subcontractors
• Act as main focal point within Engineering Division for engineering subcontracting matters.
• Lead development & implementation of the engineering subcontracting strategy and plan.
• Provide all necessary measures allowing for efficient engineering subcontracting, including appropriate procedures, working methods and tools.
• Ensure a consistent engineering subcontracting approach across departments, work sites and projects
• Support projects to prepare and implement an engineering subcontracting plan in a timely manner. Ensure full consideration is given to quality, risk, planning, cost and other operational aspects related to engineering subcontracting.
• Ensure that all activities related to engineering subcontracting are performed in accordance with applicable procedures.

Main tasks:

• Participate in on-going process of development and harmonization of working methods, procedures and tools (incl. Work Procedures and Work Instruction) related to engineering subcontracting across all engineering work sites.
• Ensure continuous improvement of engineering subcontracting practices. Collect and share Lessons Learned. Actively propose and lead improvement initiatives.
• Develop a co-operative working relationship with engineering subcontractors, where required in coordination with other Departments.
• Overall responsible for the development and maintenance of consolidated engineering subcontractor database
• Ensure engineering personnel is aware of engineering subcontracting strategy, requirements, procedures and tools. Provide access to relevant information and guidance, clarification and training where required.
• Manage engineering subcontractor selection and qualification process.
• Ensure the engineering subcontractor qualification process is covering for the relevant audits (technical, QA, IT)
• Manage the development of Call off Agreements with engineering subcontractors. Liaison with Legal Department for clarification of T&C’s. Review existing agreements prior to re-validation.
• Provide for risk assessments related to engineering subcontracting and ensure relevant risks are identified and/or mitigated.
• Provide regular (monthly) engineering subcontracting progress/status report, summarizing the related on-going activities, developments, areas of concern, project performance, etc.
• Provide input to the Project/Engineering Execution Plan related to engineering subcontracting activities
• Ensure an adequate number of qualified, trained and skilled personnel is mobilized by the Project to support the project engineering subcontract plan and supervise the engineering subcontractor.
• Write technical specifications, documents, scope of work descriptions and compile bid packages which will allow for effective and proper engineering subcontracting.
• Ensure all Work Procedures, Work Instructions and other company policies and rules related to engineering subcontracting are followed
• Manage the Engineering Subcontracts tendering & award for projects.
• Control the Engineering Subcontracts administration & management: organise KO meeting, regular progress meetings, maintain the associated correspondence registers between Company and engineering subcontractor
• Control the engineering subcontractor performance, planning and manage the engineering subcontractor variations (e.g. to a certain escalation limit).
• Provide input to project forecast: manhour estimate and budget forecast for engineering subcontractor scope.
• Control the close-out process of the Engineering Subcontracts

Qualifications:

• At least Bachelor Degree or Master Degree in a relevant Engineering discipline.
• Minimum of 10 years of relevant experience in the offshore oil and gas industry.
• Previous experience as an Engineering Subcontract Manager, Engineering Project Manager, Project Engineer or Discipline Lead Engineer on relevant project within the offshore energy industry.
• Prior experience at a top-tier engineering firm or EPC contractor is preferred.
• Prior experience at an offshore construction site for a relevant project is a plus.
• Profound understanding with offshore industry, multi-disciplinary design practices, technologies as well as FPSO design concepts, EPC contracting practices, etc.
• Strong leadership skills with ability to manage multiple priorities
• Capacity to lead multidisciplinary engineering project teams (typically located at multiple international sites) and to communicate effectively.
• Fluency in English
