Operational Risk Management (ORM) geeft richting aan het integrale managementsysteem van Luchtverkeersleiding Nederland (LVNL). ORM is de autoriteit binnen LVNL voor het beheersen van risico’s op het gebied van operationele veiligheid, security, contingency en crisissituaties, kwaliteit en compliance en operationeel juridische vraagstukken. De afdeling telt momenteel 24 medewerkers en rapporteert rechtstreeks aan het Bestuur. De afdeling ORM bestaat uit 4 nauw samenwerkende teams, Safety, Quality, Crisis, Contingency en Security (CCS) en ATM Legal.
Voor het CCS team binnen ORM zijn wij op zoek naar een Crisis en Contingency Officer.
- Een veilige en vlotte vlucht
- en vliegtuigafhandeling is voor Nederland van groot belang. LVNL speelt hierbij een cruciale rol. Het is van groot belang dat de continuïteit van het operationele proces goed is geborgd. Daarom zijn wij op zoek naar een collega die continuïteit en risicomanagement hoog in het vaandel heeft staan.
Samen met je collega’s van Crisis, Contingency en Security Management ben jij het eerste aanspreekpunt voor de deelaspecten Crisisbeheersing en Contingency.
Als crisis and contingency officer ben je verantwoordelijk voor de koude en warme fase van crisisbeheering. Je geeft richting en sturing aan de LVNL-crisisorganisatie: je bent verantwoordelijk voor het opleiden, trainen en oefenen en je coördineert de samenwerking op het gebied van crisisbeheersing binnen en buiten LVNL. Ook ben je het aanspreekpunt voor de verschillende stakeholders en overheidsinstanties waarmee we tijdens crises samenwerken.
Je stuurt een team van crisiscoördinatoren aan en loopt zelf ook piketdienst als crisiscoördinator.
Op het gebied van contingency zorg je dat er voor cruciale onderdelen van het ATM systeem contingency plannen zijn, werk je risk-based en kom je met verbetervoorstellen. Daar waar nodig verleen je ondersteuning aan de afdelingen bij het opstellen van de contingency plannen. Dat doe je vanuit jouw kennis over waar de interne en externe risico’s zitten en wat dit betekent voor de continuïteit van de LVNL operatie. Deze plannen stem je ook af met de sectorpartijen.
Je bent daarnaast in het kader van Nederland Vitaal het LVNL aanspreekpunt voor overheid en sectorpartijen.
Cruciaal voor het slagen in deze job is dat je bereid bent om het speelveld waarin LVNL opereert, LVNL zelf en haar processen, die technisch complex en zeer dynamisch zijn, door en door te leren kennen. Zo kun je vanuit de inhoud contact maken, maar wel met een open en objectieve blik. Uiteindelijk adviseer jij over te nemen maatregelen. Je bent in staat om weerstand om te draaien in meewerken en zo de gewenste veranderingen ook echt teweeg te brengen. Zodat je een belangrijke rol speelt om het vitale proces ‘een vlotte en veilige vliegtuigafhandeling’ voor LVNL én Nederland te kunnen garanderen.

Je bent bij uitstek iemand die zelfstandig werkt maar wel gewend is om met een team tot resultaten te komen, zowel binnen als buiten de afdeling, en ook met onze sectorpartners. Ook ben je stressbestendig in crisissituaties. Je kunt goed je werk plannen en organiseren en bent flexibel. Het contact kunnen leggen en stevig kunnen opereren op alle niveaus binnen LVNL, maar ook met externe partners van LVNL gaat je makkelijk af. Je realiseert je dat onafhankelijke oordeelsvorming en integriteit in deze functie belangrijk is en daar voldoe je aan.
Je hebt verder:
- Academisch werk
- en denkniveau;
- Een voltooide opleiding op het gebied van Integrale Veiligheidskunde, bij voorkeur aangevuld met Crisismanagement;
- Kennis van en ervaring in Crisisbeheersing in een kritische infrastructuur;
- Goede schrijf
- & rapportagevaardigheden en beheersing van de Nederlandse en Engelse taal;
- We verwachten dat je met mínimaal 2 jaar relevante werkervaring in een vergelijkbare functie het meest succesvol gaat zijn in deze functie;
- Je woont op maximaal één uur reisafstand van Schiphol (bij een crisis moet je binnen één uur op de vergaderlocatie Schiphol kunnen zijn).
