About PhotonDelta
PhotonDelta is a growth accelerator for the photonic chip industry. Photonic chips, also known as Photonic Integrated Circuits (PICs), are chips that use photons instead of electrons to sense, process, and transmit data at unparalleled speed and sensitivity. The use of photonic chips allows for the creation of devices that are smaller, faster, and more energy-efficient and can contribute to solving various societal and technological challenges, such as reducing the energy consumption of data centres, safe autonomous driving, cost-effective monitoring of diseases, and more efficient food production.
Over the years, PhotonDelta has established an ecosystem of over 60 organisations that research, design, develop, and manufacture photonic chip technology. PhotonDelta actively supports the ecosystem by stimulating collaboration between partners, providing funding, and connecting them with viable markets.

As an experienced Government Relations & Strategy Manager you will play a key role in the intensive relationship between PhotonDelta and our key governmental stakeholders (EU Commission and related EU stakeholders, Dutch Parliament, Ministries, Provinces, and other governmental stakeholders) and other parties that influence policy.
You will be responsible for accelerating and generating interest from the public and key governmental stakeholders to realise the Dutch ambition to be a global player in the photonic chip industry. Next to that, you will be responsible for monitoring, assessing, and influencing upcoming European and relevant national and regional opportunities.
Your objectives will be to ensure the successful initiation and deployment of Public & Governmental stakeholder management to realise the ambition and to communicate the interests of the photonic chip industry and its value chain as well as the PhotonDelta ecosystem in a clear and appealing manner.
You will build relevant networks with the goal of being involved in and influencing European, national, and regional opportunities for new projects and funding that contribute to accelerating the photonic chip industry in the Netherlands. You will also identify relevant developments that may influence the current policy and translate that into a public and government affairs strategy.
You will collaborate closely with the CEO, the CTO, and the Programme Director of the NGF plan PhotonDelta projects. You will also work with external stakeholders, such as the Dutch and European parliaments, ministries, and provinces.
**Profile**:
You are proactive, persuasive, and pragmatic, and you have experience working in a complex stakeholder area. You are good at analysing by recognising the essence and context. You think in terms of opportunities and possibilities, adjust to new developments, and enjoy working in a team that wants to achieve results. You will work frequently with the Dutch and European governments, so you have fully mastered the English and Dutch languages, both spoken and written.
To succeed in this role, you’ll need:
- A minimum of 4 years experience in this field.
- A master’s degree in a relevant field.
- Affinity towards the photonic chip industry.
- Relevant experience working in government relations.
- Experience working with innovation projects funded by the EU and national and regional governments is a pré.
- You can communicate in English and Dutch.
- You are a team player, proactive, and can work independently.
- The ability to work in a fast-paced and continuously changing environment.
- Availability to work between 32 and 40 hours per week.
