Under the direct supervision of the Director of the Division of External Operations (the Director), the External Operations Support Section is responsible for:

- In relation to field operations in the countries where there are no country offices (‘’non-COs countries’’): liaison with other Registry Sections, central coordination and strategic planning of all field operations, and the planning, control and facilitation of all field missions, as well as coordinate the relevant support to country offices. In relation to the external operations of the Court: oversees the strategic field reviews, ensures and leads in the negotiation of operational agreements and memoranda of understanding; conducts fundraising activities in relation to field operations, leads diplomatic efforts for the purpose of field operations support (coordination with COs and for non COs situation countries, MoUs/agreements, etc), including sharing of experiences, and leads complementarity initiatives and opportunities as part of mainstreaming Registry in regional fora. In relation to country and political analysis: provides, both at a strategic and an operational level, political, security and media analysis and advice in support of the above activities as well as the overall activities of the Division, including providing threat and risk assessments and political advice through embedded security staff. The External Operations Support Section ensures the full integration of its activities, both within the Section and the Division and provides innovative development and leadership to its activities. It supports the Director and the Registrar in their strategic activities in relation to the operations of the Court. The Country Analysis Unit (CAU) acts as a central analysis hub of the Registry, and leads the collection, analysis and disseminations of various political, and security information products in relation to the work of the Registry in the situation countries or any other country of interest for the Court. The Unit assists the Chief of External Operations Support Section, the Director of the Division, the Registrar, and the senior management through the provision of comprehensive assessments of cross-cutting issues and trends that may affect the Registry in the implementation of its mandate.
- The Unit is responsible for delivering standard, ad hoc and on-demand tailored products of security, and political nature aimed at facilitating, enhancing and strengthening effective implementation of Registry’s mandate. These products also assist various Units and Sections of the Registry in their efforts to identify opportunities and advance their work. The Unit relies on a variety of sources, networks, and processed information to guide decision-making on effective mandate delivery.

**Duties and Responsibilities**

Within this framework, and under the direct supervision of the Head of Country Analysis Unit, the incumbent will perform the following duties:

- Conducts targeted research and information collection on situation countries, and on any other country of interest for the Court.
- Gathers, selects, catalogues and analyses information contained in communications and publications received from different sources including from computerised databases, the press, UN
- organisation, international and non-international organisations.
- Drafts timely, credible and integrated analysis reports and other information products on political and security related issues, as required. Prepares various written outputs such as draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
- Assists in providing strategic advice and solutions relevant to the Unit Heads, Section Chief, Director of the Division of External Operations and more broadly, Registry Senior Management, for planning and implementation of operations.
- Contributes to monitoring and identifying information related to suspects at large.
- Alerts of events, risks, trends and developments that may affect achievement of Registry objectives and assist in proposing mitigations measures, as appropriate. Works closely with country offices to ensure exchange of information and relevant analyses.
- Maintains effective mechanisms for systematic information collection, analysis and dissemination between HQ and country offices, and across Division Sections and Units. Contributes to drafting of relevant procedures for effective functioning of Unit, including on appropriate information sharing and confidentiality measures.
