**Duties**:
- Interpret contract specifications pertaining to construction phase to determine whether construction meets contract requirements.
- Assure contractor compliance with contract schedules, plans, specifications, and submittals to avoid delays in construction.
- Evaluate contractor quality control systems to ensure compliance to building code regulations.
- Prepare various reports and correspondence such as progress payments, contract modification, delays in construction, etc., as related to field construction activities.
- Conduct review of plans for conformance to Department of Defense standards, project criteria, and safety codes.
- Represent organization at a variety of meetings, reviews, and conferences on large interdisciplinary projects.
- Lead Resident Office in contract administration and supervision of interdisciplinary team.

- One year trial/probationary period may be required.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

- Applicants must comply with the Exceptional Family Member Program requirements as outlined in the DoD Instruction 1315.19.
- Must be able to obtain and maintain a DoD Secret security clearance.
- This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/ Functional Area of CONTRACTING.
- The employee must meet the AWF FOUNDATIONAL Career Level Certification in the Contracting Functional Area within 3 years of employment.
- Incumbent may be appointed Administrative Contracting Officer (ACO) with approval authority to execute contract modifications.
- Incumbent must obtain and maintain ACO Certification within 3 years of employment.
- Incumbent must complete a Supervisory Probationary Period.
**Qualifications**:
**Who May Apply: US Citizens**
- **Basic Requirement for Engineer**:A**. **Degree**: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics;(d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
- **OR**
- **Basic Requirement for Architect**:A**. **Degree**: Bachelor's degree (or higher degree) in architecture or in a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
- **OR**
- **Basic Requirement for Landscape Architect**:A**:Degree**: Degree: landscape architecture or landscape design.
- **OR**
**B**:Combination of education and experience** - for each year short of graduation, the applicant must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design.
- **Selective Placement Factor**: In addition to the specialized experience requirement, this position requires applicants to possess a current/valid Professional Engineer Certificate or Architect Registration.

**Specialized Experience**:One year of specialized experience (equivalent to the GS-12 grade level in the Federal service), which includes: 1) Coordinating all phases of construction from pre-construction to final closeout; 2) Prepare modification documents and negotiate with contractors to issue construction modifications; 3) Obtaining compliance with plans and specifications to ensure that construction work is accomplished in accordance with contract requirements; 4) Providing technical interpretations of contract plans and specifications.
