**Organisational setting**:
The post of **Head of Unit - Economic Crime **is located in the European Financial and Economic Centre (EFECC), Operations Directorate.

The Operations Directorate deals with the core business of Europol, improving the effectiveness and cooperation of the competent authorities in the Member States (MS) in preventing and combating serious and organised crime, as well as terrorism affecting the MS. This requires close cooperation with the Liaison Bureaux at Europol and via them with the Operational Teams in the MS.

Europol delivers a number of products and services to national law enforcement agencies to support them in their fight against international serious and organised crime, as well as terrorism.

The Operations Directorate hosts five distinct Departments: Operational and Analysis Centre, European Serious Organised Crime Centre, European Cyber Crime Centre, European Counter Terrorism Centre and EFECC.

EFECC provides support and coordination to MS in the fight against financial and economic crimes in the EU, delivering operational and investigative services on complex financial investigations. It also provides support to the EU institutions and MS in building operational and analytical capacity for investigations and in strengthening the cooperation with external partners, both in the public and private sector.

The **Economic Crime Unit** is comprised of the **Serious Fraud Team** and the **Counterfeiting Team**.

The **Serious Fraud Team** focuses on fighting all serious forms of fraud with an emphasis on VAT fraud, excise fraud, and the most prevalent fraud and scam campaigns targeting society, e.g. investment fraud. Fraud is the fastest growing crime area in the EU with an increasing global dimension and rapidly rising numbers of victims, and it is detrimental to the financial interests of the MS and the EU. Of particular importance is the protection of the financial interests of the EU and the close cooperation with EPPO and increasing operational support to its investigations.

The **Counterfeiting Team** deals with intellectual property (IP) crime affecting the growth of the European economy, with serious impact on the health and safety of consumers and the environment. To strengthen the fight against IP crime and infringements, Europol works closely with the EU Intellectual Property Office (EUIPO). As a result, the Intellectual Property Crime Coordinated Coalition (IPC3) was created and operates within Europol.

The Economic Crime Unit will also manage operational task forces (OTFs) within its mandate. In addition, the Unit is engaged in the EMPACT OAP Excise and MTIC fraud as well as Online Fraud Schemes (OFS).

**Purpose of the post**:
The Head of Unit is responsible for the effective discharge of his/her responsibilities under the supervision of the Head of the Department EFECC.

**Purpose of the post**

This includes close contact with Heads of Team and Specialists/Analysts as well as external counterparts, in order to identify opportunities for operational support, including MS and Third Countries, Interpol, EPPO, OLAF, EUIPO, DG Home and DG Taxud, Customs Authorities and the private sector. The Head of the Economic Crime Unit is further responsible for closely aligning work priorities with the Financial Crime Unit in EFECC to implement the follow the money principle and to foster stakeholder relations.
**Job environment**:
This post might require participation in a shift system including weekends and nights as well as on-call duty.

**FUNCTIONS AND DUTIES**
- Set vision, goals and objectives for the Unit in alignment with Europol’s organisational strategy and inspire staff;
- Develop and implement policies and procedures to facilitate seamless operations and ensure compliance with relevant legal framework and fundamental rights outlined in the Charter of Fundamental Rights of the European Union;
- Manage the delivery of relevant products and services included in the Europol work programme; ensure the quality and timeliness of the products and services delivered;
- Manage staff within the Unit; establish and monitor the achievement of key performance indicators and identify and address areas for improvement; provide constructive feedback, guide and empower staff in order to grow and develop;
- Ensure the effective management and efficient use of all financial, human and other resources, in support of Europol's program delivery; identify risks and ensure appropriate mitigation;
- Ensure that data entrusted to the unit are protected and used in accordance with the relevant Europol regulations;
- Cultivate a culture of teamwork and cooperation with zero tolerance for harassment; put into place effective communication and collaboration between the Unit and other Units/stakeholders inside or outside of Euro
