Snes Seconded Short-term

**ORGANISATIONAL CONTEXT**:

- There is 1 SNE seconded short-term slot currently available which is intended to be filled by means of this procedure._

**Organisational setting**:
The _SNE seconded short-term_ will be assigned to the O2-2 Unit in the European Serious & Organised Crime Centre (ESOCC) Department, Operations Directorate, to support the Operational Task Force.

An Operational Task Force (OTF) is a temporary group of people consisting of representatives of the Member States and Europol.

It is based on a multi-national and multi-disciplinary approach and formed to carry out a specific project, coordinating intelligence and investigative efforts focusing on the criminal activities of one or more selected High Value Target(s) (HVT) and members of their criminal network.

The Operations Directorate deals with the core business of Europol, improving the effectiveness and cooperation of the competent authorities in the Member States in preventing and combating serious and organised crime, as well as terrorism affecting the Member States (MS). This requires close cooperation with the Liaison Bureaux at Europol and via them with the Operational Teams in the MS.

Europol delivers a number of products and services to national law enforcement agencies to support them in their fight against international serious and organised crime, as well as terrorism.

**Purpose of the secondment**:
The _SNE seconded short-term_ will contribute to the activities defined within the operational plan of the Operational Task Force (OTF).

**Reporting lines**:
The _SNE seconded short-term_ will report to and work under the supervision of the Head of Team, O2-23 and Head of Unit, O2-2.

**FUNCTIONS AND DUTIES**:
The _SNE seconded short-term_ will carry out the following main functions and duties:

- Collate, analyse and process data in connection to HVT investigations;
- Work with data processing, analysis and visualisation software;
- Draft intelligence reports for the relevant EU MS and other countries respecting data protection requirements;
- Effectively communicate significant analyses on identified HVT(s) and their criminal network(s), whose activities affect the EU MS;
- Detect and report on new or emerging modi operandi;
- Identify opportunities for the development of existing HVT cases and proactive detection of links to new targets;
- Perform any task defined within the Operational Plan of the OTF.

**REQUIREMENTS - ELIGIBILITY AND SELECTION CRITERIA**:

- Be a member of a competent authority in the meaning of the Article 2a) of the Europol Regulation and enjoy full rights as a citizen of a Member State;
- Produce evidence of a thorough knowledge of one of the languages of the European Union and of a satisfactory knowledge of another language of the European Union in accordance with the decision of the Management Board on the internal language arrangements of Europol as referred to in Article 64(2) of the Europol Regulation, with the understanding that the SNE will have to carry out his / her duties in a mainly English-speaking environment;
- Have at least three years of professional experience in the field of law enforcement which is relevant to the duties to be

carried out during the short-term secondment.

**Additional requirements**

**Essential**:

- Have sound knowledge of particular ongoing investigations or direct involvement in respective investigative or intelligence proceedings at national level, detailed in the operational plan of the OTF;
- Be a member of a competent authority of a participating Member State of the OTF - Bulgaria, France, Germany, Greece, Italy, Romania;
- Have experience in developing, coordinating and conducting serious and organised crime investigations;
- Very good knowledge of Bulgarian language;
- Ability to provide security clearance at the required level at the start of the secondment.

**Desirable**:

- Experience in processing operational information and conducting basic operational analysis;
- Experience in money laundering investigations;
- Experience in handling large amount of data.

Member States are invited to nominate their Seconded National Experts according to the selection criteria and profile, as specified in this document.

**Procedure**

Should the Deputy Executive Director of the Capabilities Directorate endorse the secondment, it will be effected by an exchange of letters referred to in Article 4(4) of the Decision of the Management Board Decision of Europol of 21 March 2023 laying down rules on the secondment of national experts to Europol, specifying the details of the secondment, including as regards its duration.

**COMPENSATION, TERMS AND CONDITIONS**:
The SNE shall remain in the service of the seconding authority throughout the period of secondment and shall continue to be paid by that employer. The seconding authority shall also be responsible for all social rights, particularly social security and pension entit
