Unique opportunity to lead and stabilise one of the core business units of a high-profile Dutch impact-driven financier, at a defining moment in its development. - Invest International is a state-owned impact financier, funded by the Dutch government, operating at the crossroads of global challenges and Dutch innovation. - The organisation enables sustainable growth in emerging markets through project development and financing, combining public purpose with private enterprise. - The Public Sector unit drives this mission by developing and financing large-scale infrastructure projects in water, energy, climate resilience, healthcare, and agri-food. - The unit collaborates closely with ministries, international financial institutions, embassies, and Dutch companies to deliver Dutch solutions for global challenges. - The role offers the chance to set strategic direction, strengthen collaboration, and represent the Netherlands internationally in sustainable infrastructure and development finance. Organisation - Established in 2021 as a state-owned enterprise of the Dutch government - Headquarters located in The Hague - Approximately 175 employees representing over 20 nationalities - Funded by the Ministry of Finance and the Ministry of Foreign Affairs - Portfolio focused on sustainable economic growth, decent work (SDG 8) and climate action (SDG 13) - International scope, financing projects that connect Dutch knowledge, innovation and entrepreneurship with global societal impact. Position - Provide clear strategic and operational leadership to a diverse and multidisciplinary team. - Balance political ambition with executional reality, turning government priorities into feasible, high-impact projects. - Strengthen ties with the Ministry of Foreign Affairs, international financial institutions, embassies, and Dutch private partners. - Lead origination and structuring of concessional finance and public-private partnerships in emerging markets. - Ensure effective portfolio and risk management, aligned with ESG and governance standards. - Act as a visible ambassador for Invest International in international development and infrastructure finance. Requirements - At least fifteen years of relevant experience in infrastructure development and financing in emerging markets. - Strong track record (10+ years) in managing complex, impact-driven programmes, preferably in concessional or blended finance settings. - Proven ability to lead, grow, and develop teams in a dynamic, multicultural environment. - Strong interpersonal and communication skills; capable of fostering collaboration, trust, and ownership. - Deep understanding of infrastructure markets and public-private partnerships. - Experience engaging with governments, DFIs, MDBs, and private-sector partners at senior level. - Commercial mindset with the ability to identify, structure, and close strategic opportunities. - Master’s degree in a relevant field. - Excellent command of English (written and verbal); Dutch is an advantage. - Willingness to travel regularly to developing and emerging economies.
