The University of Hong Kong is seeking a Procurement Officer to join its Central Procurement Unit in the Finance and Enterprises Office.
Job DescriptionThis is a two-year fixed-term appointment with contract-end gratuity and University contribution to a retirement benefits scheme, totalling up to 10% of basic salary. The appointee will manage assigned purchase categories, deliver procurement services within timelines, work with internal departments to identify contract opportunities, conduct sourcing, prepare tenders, evaluate bids, and award contracts.
Key Responsibilities- Manage assigned purchase categories and deliver procurement services within required timelines.
- Work with internal departments/faculties to identify contract opportunities by spend analysis, conduct sourcing, prepare tender or issue RFQ, conduct evaluation (price analysis) and award.
- Carry out compliance-checking on tender/quotation/ordering process, and advise users on procurement policies & procedures.
- Process purchase orders, and monitor delivery and quality of goods and services.
- Conduct supplier pre-qualification, performance management and compile reports and analysis.
To be successful in this role, applicants should have:
- A recognised Diploma/Degree preferably in Procurement or Supply Chain Management or related disciplines, with at least three (for degree holder) to five (for diploma holder) years' post-qualification procurement experience, preferably in the public sector or sizeable organisations.
- Minimum Level 2 in 5 subjects in HKDSEE including English Language OR 5 passes in HKCEE including English (Syllabus B), OR equivalent.
- Preferably a membership of professional body in Procurement and Supply Management (e.g. CIPS, CPSM, CPSD, etc.).
- A good understanding in governance and compliance in the public sector.
- Ideally Category Management and strategic procurement experience with skills in spend data analysis.
- A self-motivated, well-organised and detail-oriented mindset with problem solving skills and the ability to work independently.
- Good communication and interpersonal skills to work effectively with technical and non-technical staff at different levels.
- A good command of both written and spoken English and Chinese (knowledge of Putonghua will be an advantage).
- Proficiency in MS Office (in particular Excel & PowerPoint) and Chinese word processing, with experience in ERP (i.e. Oracle Purchasing) or eProcurement system being an advantage.
