Cost Estimator Turnarounds Specialist

Key Responsibilities
The Cost Estimator Turnarounds Specialist will act as a technical resource for estimating within our Global Project Methodology (GPM) work process. This role will support the establishment of an overall cost baseline from which cost management reporting and monitoring are performed to ensure cost-effective project execution.
Key tasks and responsibilities include:
- Developing Definition Cost Estimates based on SAP plans, engineering estimates, and vendor estimates and quotations.
- Using facility strategy, operations scope, engineering estimates, and historical data to build a Budget Estimate based on frozen TA scope.
- Using planner data to estimate all add-ons and for management evaluation.
- Assisting with the development of the Plan for Execution Strategy as it pertains to Cost Management.
- Facilitating the building and optimization of a headcount-based estimate for service providers that will bill based on time & material.
- Calculating and reporting cost estimates at completion (forecasts) that include the most up-to-date plan for service providers and work scope.
- Accruing all costs in accordance with Dow expense guidelines.
- Providing data to the Turnaround Manager on Cost Reporting, Cost Forecasts, and Spending Plan.
- Taking appropriate action to resolve cost discrepancies and issues.
- Finalizing and archiving all cost information and assisting with the generation of the financial portion of the closure report.
- Validating variances >10% between Planner vs Actual costs and updating job plans to reflect what actually happened in the field.
- Collecting and correlating necessary TA-related cost and schedule data needed to determine equipment, material, subcontract, construction labor, expenses, and indirect costs.
- Ensuring accuracy of estimates by working closely with team members to understand scope and Planned Jobs as per GTWP.
- Ensuring invoices are collected and processed correctly as per the Contract Agreement within the stipulated time frame.
- Creating Purchase Requisitions, Services Entry Sheets, and monitoring Purchase Orders for appropriate spending.
Requirements
The ideal candidate will have:
- Min. 2 years relevant experience in Turnaround or Project Cost Management / Estimating.
- Strong comprehension and application of mathematics.
- Mastery of PC-based tools and strong computer skills.
- Advanced skills in Excel.
- Strong written and verbal communication skills in English.
- Preferred: Knowledge of SAP management systems, experience with Cleopatra Software, experience with Roser Consys (Prometheus), and knowledge of work processes relating to project or turnaround management.
