**Description**
You will report to the Head of the Galileo and EGNOS Programme Department and will be responsible for the overall activities relating to the implementation of the Galileo Programme.**Duties**
Your tasks and responsibilities will include:
- ensuring the overall implementation of Galileo programme tasks (phases B/C/D) in accordance with the agreed programmelevel technical requirements, budget, and schedule. You will have the related budget delegation and will be accountable to the Head of the Galileo and EGNOS Programme Department;
- providing a single programme-level interface with the European Commission and EUSPA for the definition of the Galileo programme technical requirements baseline, including mission requirements and security-related requirements, the definition of system roadmaps and the consolidation of system-level statements of compliance, and ensuring rigorous traceability with all system-level and segment procurement activities;
- providing a single Galileo programme-level interface with the European Commission and EUSPA and coordinating ESA project-level activities for all aspects relating to the execution of the exploitation phase, as defined in the applicable Contribution Agreement with EUSPA, in close coordination with the Galileo Ground Segment Management Office and the Galileo Space Segment Management Office;
- defining and maintaining the technical (functional, performance, and operational) requirements, including operational and security requirements, applicable to procurement of the overall system infrastructure, namely space and ground segments, and associated operations and launcher services, ensuring their overall traceability;
- ensuring technical end-to-end consistency of all procurement activities at Galileo Programme level, namely those carried out at system and segments level, including security, as well as external interfaces, including service facilities;
- managing schedule, risk, and configuration control to ensure timely delivery of system builds and ensuring cost and performance monitoring, proposing corrective measures as needed;
- ensuring systems security engineering, including security requirements flow-down, implementation follow-up, security operations engineering, maintenance of the Statement of Compliance with the System Security Requirements, preparing core infrastructure accreditation, and carrying out cyber security activities in compliance with EU cyber security requirements;
- providing Galileo services, such as OS, CS, HAS and authentication, engineering, including concept of operations, and the associated qualification tools, including test user receivers;
- providing Public Regulated Service (PRS) engineering, including requirements definition and concept of operation for navigation performance, signal in space and access control and the associated PRS qualification tools, including test user receivers;
- management of system tool activities to support system design and qualification.
In performing these duties, you will cooperate closely with the relevant organisational structures in the Directorate of Navigation and across the Agency.You will also be responsible for identifying, assessing, managing and reporting the health and safety risks in your area of responsibility.**Technical competencies**

A master's degree in physics, engineering or another relevant discipline is required for this post.**Additional requirements**
You should have a minimum of 15 years of experience in managing complex space programme design, development and operations.In addition, you should have:
- proven experience of leading, motivating and developing a team in a departmental setting;
- the ability to provide strategic direction to individuals and teams and to relate team objectives to the overall, evolving organisational goals and context;
- the ability to drive performance and foster cooperation within and across teams throughout the organisation;
- demonstrated excellent leadership, relationship management and communication skills, both oral and written;
- a proven track record of representing the Agency’s interests
