Within the The Directorate Maastricht Upper Area Control Centre, the Military Advisor provides strategic military guidance and coordination to support business and organizational objectives, ensuring seamless civil-military collaboration.

YOUR ROLE

Your role will be to:

- Provide strategic military guidance and advice on:

- Critical national and international initiatives shaping the future of the air transport system (e.g., FABEC, SESAR), ensuring military interests are effectively integrated.
- Foundational principles of airspace organization and military operational requirements to enhance coordination and efficiency.
- Risk assessments and strategic evaluations of safety-related incidents involving military entities, reinforcing operational security and continuous improvement.
- Military policy and strategic workforce planning, including the placement and career development of German Armed Forces personnel working with MUAC.
- Long-term capability building through the continuation of essential military training programs, safeguarding institutional expertise.
- Advocate for the strategic military interests of the German Ministry of Defence by:

- Shaping air navigation services and training frameworks to ensure seamless integration of military flight operations, enhancing operational readiness and interoperability.
- Driving advancements in systems technology by influencing the development of military-civil interface solutions and optimizing military traffic management based on evolving operational demands.
- Manage cooperation efforts with internal and external stakeholders (tactical air command and control service of the German Air Force, neighbouring military air navigation service providers and NATO), ensuring collaboration, alignment, and progress on joint projects and initiatives.
- Lead the participation of MUAC in strategic civil-military planning processes, in particular regarding airspace and relevant procedures (CNS/ATM systems and aeronautical data management) in order to ensure timely involvement.
- In collaboration with the German Ministry of Defence and internal MUAC stakeholders, lead and give advice on the development of comprehensive measures and standards for air navigation services in conflict and crisis situations, as well as for the defence of the Federal Republic of Germany, by designing coordinated procedures, operational guidelines, and supporting materials to ensure effective air traffic management under challenging conditions.
- Lead and facilitate the development of cooperation options with the German Armed Forces, considering MUAC's critical role as a key partner in providing Operational Air Traffic (OAT) services, while also addressing the evolving security situation in Europe to ensure effective and resilient collaboration.
- Facilitate or lead working groups and events, ensuring that discussions and outputs align with organisational priorities and objectives.
- Represent and promote MUAC at meetings, conferences, or events, and ensure accurate and effective communication of objectives and outcomes.
- Carry out any other task in line with the main purpose of the job.

REQUIRED QUALIFICATION, EXPERIENCE & COMPETENCIES
- University degree of 4 years or of 3 years plus 1 year of relevant professional experience.
- Minimum 10 years' relevant experience in military ATC or military air operations, including at least 2 years of relevant working experience at ministerial level.
- Experience in the field of ATM in the event of crisis and defence.
- Experience in the field of military exercise and mission planning.
- Experience in providing strategic advice or technical expertise within a military domain.
- Proficient in German military structures and procedures, especially in the Hannover Upper Flight Information Region (UIR).
- Understanding of NATO structures and procedures.
