Description

Galileo Ground Segment Security Engineer in the System Security Implementation Unit of the Galileo System Security Service, Galileo Programme Department, Directorate of Navigation.

Duties

You will report to the Head of the System Security Implementation Unit and your main tasks and responsibilities will include:

  • supporting, in close cooperation with the System Security and PRS Engineering Unit, the consolidation at system level of the system security technical requirements baseline in line with the mission
  • level security requirements (MRD/SSRS) for the Galileo programme;
  • reviewing the proposed mission-level evolution for security and assessing the impact on the ground segment security baseline;
  • managing the ground segment security baseline for the Galileo programme;
  • managing the system internal ICDs;
  • ensuring the global consistency of the non-PRS security development within the ground segment as well as with the space segment;
  • supporting the ground segment procurement security activities by contributing to statements of work, analysing the responses from suppliers and providing feedback;
  • following up the ground segment non-PRS security design activities, driving the security part of the segment reviews, and analysing statements of compliance, associated justification files and request for deviations up to the end of qualification;
  • following up the development of the long-lead items to ensure that the pace of development and content is in line with the programme needs;
  • supporting the system security verification team;
  • regularly reporting to the head of unit and the ground segment engineering heads of unit.

Your duties may also include supporting other activities within your field of competence and the transfer of knowledge across the Agency.

Technical competencies

Strong experience in systems engineering, including the SAFe methodologies, with a focus on the ground segment

Education

A master's degree in telecommunications engineering is required.

Additional requirements

You should be able to demonstrate that you can work in a fast-paced environment and handle pressure as may typically occur in a project team.

You should be result-oriented, able to set priorities, and capable of presenting practical solutions both verbally and in writing.

You should have good interpersonal and communication skills.

You should have the ability to work autonomously, effectively and cooperatively in a diverse, international team environment, defining and implementing solutions in line with team and individual objectives and project deadlines.

You should also have good technical, analytical, organisational and reporting skills, a proactive attitude to solving problems and an interest in innovative technologies.

In-depth knowledge of security and the GNSS system is required.

Finally, this position requires regular travel (typically three days a month) to Galileo suppliers' premises or Galileo operational sites in the European Union to discuss classified topics.

In principle, recruitment will be within the advertised grade band (A2-A4). However, if the selected candidate has less than four years of relevant professional experience following the completion of the master's degree, the position may be filled at A1 level.

Applicants must be eligible to access information, technology, and hardware which is subject to European or US export control and sanctions regulations & eligible to acquire the security clearance by their national security administrations.

During the recruitment process, the Agency may request applicants to undergo selection tests. Additionally, successful candidates will need to undergo basic screening before appointment, which will be conducted by an external background screening service, in compliance with the European Space Agency's security procedures.

Note that ESA is in the process of transitioning to a Matrix setup, which could lead to organisational changes affecting this position.
