A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.

A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.

Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.

A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.

The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.

Organisational Context The Integrated Services Division (ISD) within the Office of the Prosecutor (OTP) centralises the specialised support functions that provide cross-cutting support to the Office. The Division is headed by a Director who is responsible for managing the reliable and cost-effective delivery of integrated services and ensuring that the OTP is adequately supported through all relevant service functions, technologies and equipment, and that appropriate services are available to allow the implementation of the Office’s mandate. The services include planning and operations, witness protection and management, information knowledge and evidence management, forensic science, language and administrative support. The Division works to develop new approaches and strategies that promote the use of modern tools and advanced technology as mechanisms to strengthen the effectiveness of the Office. Duties and Responsibilities Under the direct supervision of the Director of Integrated Services, the incumbent will be responsible for the following duties: Planning, organising, monitoring and supervising the quality of interpretation and translation in the OTP. Responsible for the recruitment, management and training of staff, and the efficient deployment of financial and human resources. Developing and implementing strategies and plans for the short-, medium- and long-term vision of the Language Services Unit. Ensuring that standards of efficiency, quality and timeliness are maintained in the execution of activities. Managing, supervising, providing guidance to, motivating and ensuring training of the Language Service Unit’s staff. Translations: Assign and distribute work either to one of the in-house translators or a freelancer. Interpretations and field interpretations: decide upon assignment to a freelancer. Contact focal points such as universities, cultural institutes, government agencies etc. to identify experts on these languages who can help/advise on where to find speakers of these languages. After identification of such speakers, interview and test them in cooperation with/involvement of other units of the Court (language unit of Registry, HR, Security, investigation/prosecution units) to find out about their suitability as interpreters/translators. If suitable, recruit them, deciding on the form of contract they should get. Transcriptions: contact focal points e) to identify suitable persons. Organise interviews and tests and recommendations for contracts. Editing: decide upon the assignment of such work to an in-house translator or freelancer. Terminology and document management: Ensure that there are focal points in both the Registry and OTP language units who agree on a common terminology. Ensure tracking of each translation through an efficient document management system so that duplication within the OTP is avoided and liaise closely with the Registry's Language Services Section to avoid duplication of work within the ICC. Performing any other duties as assigned by the ISD Director. Essential Qualifications Education: Advanced university degree in linguistics or any other related field, is required. A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree. Additional training and certification in translation techniques and methods would be considered an asset. Experience: A minimum of 7 years (9 years with a first-level university degree) of work experience in translation, interpretation, linguistics or law preferably in an international organisation, is required. Some specialisation in topics dealt with by the Court, e.g. legal, military, medical, forensic, human rights, administrative and financial matters is required. Several years of managerial and leadership experience in the context of language services in an international organisation is required. Knowledge, skills and abilities: Demonstrated management and leadership skills; Excellent eye for detail, accuracy, style and usage; Sound knowledge of relevant computer software, e.g. Microsoft 365, Records Manager, Relativity One, CAT tools and machine translation; Proven ability and flexibility in working to deadlines effectively under pressure with evolving tasks and priorities; Ability to work effectively and constructively as part of a multidisciplinary and multicultural team; Ability to keep strict standards of confidentiality; Openness to skills development. Knowledge of languages: Proficiency in both working languages of the Court, English and French, is required. Knowledge of another working language of the Court (Arabic, Chinese, Russian or Spanish) would be considered an asset.
