For initial appointments, the Court offers a two-year appointment with the possibility of extension (six month probationary period).

A roster of suitable candidates may be established for this post as a result of this selection process for both fixed-term established and general temporary assistance posts.

Organisational Context The principal functions of the ICC Security & Safety Section are:

The protection off all ICC premises, property and courtroom functions through the strict control of access and egress and the maintenance of an armed uniformed protection force.

The management and control of all electronic security and surveillance protection systems operated at the seat of the Court.

The safe handling and custody of all accused persons whilst detained at the seat of the Court.

The background investigative screening of staff, contractors and other support workers to ensure the reliability and integrity of personnel assigned in a security sensitive environment.

To promotion of safety and security of ICC staff and its investigative and judicial processes, including coordination and liaison with the security agencies of the host country, member states and international organisations.

The armed protection of designated staff members, premises and evidence in areas of investigative operations and the provision of close protection escorts, contingency plans, staff tracking and operational liaison with host government or international security support agencies.

The prevention of unsafe acts at work, the promotion of a safe working environment and the immediate response to fire, safety, first aid or security incidents or emergencies. Duties and Responsibilities Within this framework and under direct supervision of the Head of Building and Court Security Unit, the incumbent will perform the following duties:

Responsible and accountable for the operational issues related to the Building and Court Security Unit, including the general security and safety of ICC Headquarters and Court rooms and related personnel and persons, premises and assets

Coordination, delegation and planning the delivery of high-quality security & safety services by the Building and Court Security Unit (BCSU). Additionally, the performance of operational planning and supervision of all BCSU personnel and the coordination of the planning function across relevant business units of the Court and other supporting security agencies, nationally and/or internationally relating to physical security of the ICC premises, personnel and assets, and Court and detainee custody operations;

Creation of and working within a disciplined environment to provide general leadership and guidance to subordinate security supervisors and other security personnel through performance monitoring and the quality control to ensure best practice and service standards across a range of activities, including detainee custody and other specialist duties;

Provision of directional and operational requirements for the effective planning and scheduling of BCSU personnel in line with operational and service provision requirements in compliance with relevant security and safety policies, regulations, SOPs and practices;

Ensures appropriate maintenance of records, such as work schedules, time-keeping, attendance and overtime and other administrative records and reports;

Provision of direction and monitoring the effective functioning of all security and safety systems, installations and equipment and ensuring that all systems, installations and equipment are maintained as necessary;

Conducts threat, risk and security level monitoring and analysis, including compilation of threat and risk assessments, monitoring of security and investigative reports or other pertinent sources of public and private security information with the area of responsibility the Netherlands. Advises the Deputy Chief and Chief of SSS on security and safety related risks and mitigation strategies, including management of emergency or crisis situations;

Maintains operational capabilities of the Unit by protecting and promoting operational standards and ensuring that all Unit’s personnel are appropriately trained, equipped logistically and administratively supported, completing records and reports as necessary;

The operational coordination and planning of Unit’s support tasks to security operational in the field or other specialist tasks requiring security support, such as close protection missions or administrative action, such as obtaining firearms authorisations from government;

Establishing and drafting operational security, evacuation, general fire, safety, contingency and emergency plans, SOPs and procedures related to the ICC Headquarters security and safety and to judicial proceedings at the Headquarters and their effective distribution to all staff and to security personnel;

Plans for and implement the security and safety service provision for special tasks such as High Profile events, custody operations, security investigations and other Host Country based operations or incidents;

Assigns security incident report compiling and security and safety incident investigation to appropriate staff and reviews the validity and quality of the activities and reports and compliance with applicable standards;

Representing the Security Section in the planning, liaison and coordination of security related aspects in relation to events at the ICC HQ or in other venues in The Hague and developing and implementing operational partnerships and arrangements with applicable support agencies. Essential Qualifications Education: Diploma of secondary education. Experience: A minimum of ten years progressive supervisory experience in the management of the security function gained via previous police or military service. Expertise in the following aspects is required:

Strategic management and policy development in security and safety environment.

The development of training programmes, preferably in security and safety disciplines (police/military/corporate/international).

Expertise in a range of security disciplines, including physical security, self-defence, report writing, fire prevention, operational security procedures, first aid, use of firearms and technical security equipment, such a metal detectors or CCTV.

Training and management of organisational fire and safety programmes either in national or international setting.

Prisoner/detainee management and handling.

Logistics and asset management.

Implementation and management of high sophisticated modern security, safety and fire detection systems.

Additional Qualifications

Relevant university or college courses in security management studies are desirable.

Obtain a Security Clearance. Knowledge, Skills and Abilities :

UN policy framework knowledge through a self-study or attendance and certification on relevant UN courses.

Knowledge of investigation procedures in the workplace obtained through a formal professional training in investigation (usually criminal investigation from a police or military academy) or a university degree / study in a relevant subject.

Knowledge of United Nations guidelines for investigators.

Principles of data protection knowledge through training in data protection legislation by a government agency or by reading the data protection standards or manuals.

Knowledge of criminal law through formal professional training (usually in a police or military academy) or by university study of criminal law.

Make decisions or decide course of action under pressure when dealing with belligerent or non-compliant persons, especially during investigations and during potential conflict situations related to vetting. Technological awareness.

Strong communication and negotiation skills.

Ability to adjust communication style based on circumstances.

Able to avoid creating conflict situation and good conflict resolution skills.

Skills in establishing relationships at all levels in a multi-cultural and multi-ethnic organisation.

Comprehensive administrative and management skills.

Excellent understanding of security and risk management principles and ability to bring forward practical and workable solutions.

Able to interview staff and ask questions of a sensitive nature without causing an offence or generating a complaint.

Knowledge of Languages: Proficiency in one of the working languages of the Court, French or English is required. Working knowledge of the other is an asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset. Working knowledge of Dutch considered an asset.
