Agent – Social Media

ORGANISATIONAL CONTEXT

This selection procedure is intended to establish a reserve list of successful candidates, which may also be used to fill posts funded by external assigned revenue (e.g. EU grant funding). It is envisaged to start using the reserve list in Q4 of 2024 and Q1 of 2025.

Europol retains the right to make use of the reserve list to select candidates for similar posts within the organisation, should business needs require so.

Organisational setting:
The post of Agent - Social Media & Internal Communication is located in the Corporate Communications Team, in the Corporate Affairs Bureau. 

The Department Corporate Affairs Bureau (CAB) comprises the Office of the Executive Director, the Compliance and Internal Control Office, the Management Support Office and the Corporate Communications Team. 

CAB is responsible for:
- Providing the full range of services expected of a cabinet, including administrative, logistic and policy support to the Executive Director;
- Supporting the senior management team and coordinating key corporate interests, including inter-departmental cooperation, stakeholder management and financial administration;
- Coordinating, as Europol’s central point of contact, the preparation, execution and Europol's response to audit activities and findings, performing internal control related functions, as well as maintaining Europol's corporate risks and coordinating the related risk mitigation across the organisation;
- Dealing with and coordinating all internal and external communication, media and public relations activities, as well as managing open sources in relation to key corporate interests.

Purpose of the post:
The job holder contributes to the daily work of the Corporate Communications Team by enhancing the organization’s presence on social media platforms, as well as facilitate effective internal communication. The job holder also supports other activities of the Team (e.g. administration and budget, open sources, graphic design and web maintenance).

This role may also be performed in the framework of projects funded by external assigned revenue.

Reporting lines:
The incumbent reports to the Head of the Corporate Communications Team.

FUNCTIONS AND DUTIES

The incumbent carries out the following main functions and duties: 
- Serve as the contact point for Europol's social media presence and internal communication activities;
- Support the creation and management of social media campaigns to advance Europol's strategic objectives; 
- Contribute to the development and execution of effective communication strategies to enhance Europol's online presence and ensure clear, consistent internal communication; 
- Assist the analysis of the effectiveness of Europol’s social media activities and make recommendations for improvement; 
- Develop visuals and content for social media and internal communications in close cooperation with the team such as graphic designers;
- Draft, edit, and publish content for Europol’s internal communication platform;
- Assist with photo and video recording, digital asset management, and photo editing;
- Perform any other duties in the area of competence as assigned by line management.

The functions and duties may also be associated with a project funded by external assigned revenue. In the case of a project funded by external assigned revenue, the duties would be of a limited duration in time.

REQUIREMENTS - ELIGIBILITY AND SELECTION CRITERIA

ELIGIBILITY CRITERIA
a. Candidates must
• Be a national of one of the Member States of the European Union and enjoy full rights as a citizen;
• Have fulfilled any obligations imposed by the applicable laws on military service;
• Produce appropriate character references as to his or her suitability for the performance of the duties;
• Be physically fit to perform the duties pertaining to the position (prior to appointment the successful candidate will be medically examined by one of the institution’s medical officers in order that the institution may be satisfied that the candidate fulfils the requirements of Article 12(2)(d) of the Conditions of Employment of Other Servants of the European Union (CEOS);
• Produce evidence of a thorough knowledge of one of the languages of the Union and a satisfactory knowledge of another language of the Union to the extent necessary for the performance of the duties.

b. Candidates must have:
• A level of post-secondary education attested by a diploma. When the official duration of the post-secondary education is less than 3 years, the difference shall be deducted from the professional experience as indicated below:

SELECTION CRITERIA
a. Professional experience 
Essential: 
• Experience, preferably of at least 2 years, in supporting the management of social media presence and internal communication activities; 
• Experience contributing to the development and execution of communication strategies; 
• Experience in support of social media campaigns; 
• Experience in drafting, editing, and publishing content for social media platforms and internal communication channels.

Desirable:  
• Experience in video recording and photo editing.

b. Professional knowledge 
Essential: 
• Knowledge of social media management tools and platforms;
• Ability to monitor, analyse, and report on social media performance metrics;
• Knowledge of current social media trends; 
• Ability to think creatively and to produce innovative and imaginative communication materials.

Desirable:
• Proficient user of social media management tools, such as Hootsuite or others;
• Practical knowledge of Adobe CS suite products especially Photoshop and Illustrator; 
• Knowledge of Microsoft SharePoint or other web-based collaboration and document management platforms for internal communications.
