Organisational Context
The Registry, headed by the Registrar, is responsible for the non­judicial aspects of the administration and servicing of the Court, without prejudice to the functions and powers of the Prosecutor. This includes providing management and judicial support services to the Court, as well as those aspects of external relations and field operations falling within the purview of the Registry. Accordingly, the Registry is composed of three Divisions: 1) Division of Management Services, 2) Division of Judicial Services, and 3) Division of External Relations. Each Division is headed by a Director, and the three Directors support the Registrar through the Registry Management Team (RMT) in ensuring that the Registry fulfils its tasks effectively and efficiently. The Registry’s Legal Office (RLO) is directly under the authority of the Registrar.

The Immediate Office of the Registrar (IOR) supports the Registrar in setting the Registry’s strategic objectives, overseeing inter­organ relations as well as in enhancing internal communication and driving the development of Court­wide policies. The IOR also acts as the operational focal point for the Registry’s Divisions, providing practical support to the Registrar with a view to ensuring, in a coordinated and effective manner, the overall managerial oversight and control of the Registry. Given that the Registry is the largest and, in terms of its functions, most diverse organ of the Court, managerial and oversight functions present one of the main challenges. In this regard, the IOR plays a key role in virtually all fields of the Registry’s operations. At the same time, through the Registrar’s representational role, the IOR aims at widening the support for and the understanding of the mandate of the Registry and of the Court in the international arena.

 
Duties and Responsibilities

Within this framework, and under the direct supervision of the Chief of Office, the incumbent performs the following duties:

Provides policy, legal and strategic advice on a large spectrum of complex issues pertaining to the Registry’s mandate across all three Registry’s Divisions, including notably in the areas of administration, court services, field operations, state cooperation and external relations; Ensures preparation for and implementation of decisions endorsed by the Registrar and/or the Registry Management Team (RMT) by liaising closely with the offices of the Directors of the three Registry Divisions and/or relevant Section Chiefs, as well as with other Special Assistants; Assists on executive management related matters, and acts as the replacement of the Chief of Office in her or his absence; assists the Registrar and the Chief of Office in establishing IOR’s priorities and action plans by identifying the need for and developing new proposals for policies, projects or processes for Registry­ or Court wide application;  Drafts and reviews a broad range of documents submitted for the Registrar’s approval and consideration, including internal memoranda, letters, policy documents, legal documents, reports to the Assembly of States Parties (ASP) and its subsidiary bodies, reports to United Nations General Assembly and other documents; leads Registry wide or Court wide compilation of such reports; Provides substantive support to the Registrar in his external relations functions, ensuring the Registrar’s preparation for meetings and official travel, drafting speeches, speaking notes, articles and other relevant documents, as well as accompanying the Registrar on such occasions as required, providing advice, establishing key contacts and ensuring follow up; Represents the Registrar and/or Chief of Office in various internal Registry or inter­organ working groups, coordinating with the different Registry Division(s)/Section(s) and/or other Court organs on various issues; represents the IOR, as appropriate, in contacts with external stakeholders such as host State authorities, representatives of States, intergovernmental organisations, NGOs, academia and others.


Essential Qualifications

Education:
Advanced university degree in Administration and Business Management, International law with specialisation in international criminal law or international human rights law, International humanitarian law, or human rights law, or International Relations and Politics is required. A first-level university degree in combination with two additional years of experience is accepted in lieu of the advanced university degree.

Experience:
A minimum of seven years (nine years with a first ­level university degree) of relevant work experience in at least one but preferably two of the following three areas: 1) administration and business management; 2) judicial support services; and 3) external relations and State cooperation. Other closely relevant areas may be accepted.

Also required are:

• Demonstrated experience in international relations and politics;
• Demonstrated experience in administrative matters in an international organisation, including human resources, budget and finance; and/or
• Demonstrated experience of the dynamics and challenges of field operations of an international organisation.

Knowledge, Skills and Abilities:
• Ability to advise and interact directly with a senior executive manager, preferably in an international organisation or international judicial institution;
• Excellent drafting skills, both in terms of substance and style, with a proven record of extensive drafting experience applied in daily work;
• Excellent diplomatic skills applied in the context of high ­level State and other external actors;
• Excellent interpersonal and communication skills, with ability to successfully interact, on behalf of a senior manager, with highest ­level officials within the organisation;
• Ability to deal with high level, sensitive and confidential issues under great pressure in a fast­ paced environment;
• Knowledge of international law, including international criminal law, public international law, international human rights law, and international humanitarian law;
• Knowledge of legal texts and practice of the Court, as well as of other international courts/tribunals and the United Nations.


Knowledge of Languages:
Proficiency in one of the working languages of the Court, French or English is required. Working knowledge of the other is required. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) and / or knowledge of the language of the host State, Dutch, would be considered an asset.
