Subcontract Administrator

Nouvall Engineering Services is specialized inproject support for the (petro) chemical and maritime industry. Weprovide expertise in the field of Engineering, Project Management,Maintenance, Shutdowns, Construction and Safety.

Subcontract Administrator (or SeniorQuantity Surveyor) at a construction site located in Terneuzen (TheNetherlands) to administer several construction contracts,including Steel Structures Erection and Mechanical Works. The idealcandidate will work in a multi-cultural integrated team and willreport to the Subcontract AdministrationManager.

Responsibilities:
• Participate to each Kick-off meeting to informsubcontractors about the procedures of administration (preparationof unit rate accounting, evaluation of extra works, progresspayment certificates, bank guarantees, insurances to be providedetc.).
• Review in detail andapprove the Contractor's progress payment certificates (PPCs) inaccordance with the Contract, obtain all internal and externalauthorizations and issue the authorization to invoice letter toContractors.
• ReviewContractor’s additional compensation requests and offers, negotiateand agree with Contractor and issue the relevant Change Orders(CHO), obtain all internal and external authorizations, and sendthe CHO to Contractor for execution. Once the CHO will becompleted, verify the final cost proposal from Contractor andapprove.
• Organize weeklysubcontracting meetings to discuss open commercial items and issueon a weekly basis the relative notes of meeting.
• Ensure that the unit rate accounting (pre and asbuilt) approval is given in accordance with the contractual methodof measurement and preambles. Following the verification of unitrate accounting by the Quantity Surveyor, if any disputes arise,inform Subcontract Administration Manager and organize a dedicatedmeeting to discuss the matter with theContractor.
• Assure that extraworks, claims, back charges, penalties and close out of thecontract are performed / processed in accordance with the ProjectSubcontract Administration Procedure.
• Update each month the “SubcontractAdministration Report” including all CHOs and PPCs issued withinthe month.
• Monitor theofficial correspondence between client and construction contractorsand inform the subcontract administration manager for any criticalissues.
• Draft letters toreply to Contractors and send them to Subcontract AdministrationManager review.
• Follow upinsurances and bank guarantees and inform SubcontractAdministration Manager for the ones that areexpiring.
• Ensure that allcontract, unit rate accounting and CHO documents are properly filedand in auditable conditions.
•Assist Subcontract Administration Manager for the evaluation ofclaims assessment and follow up until the final settlement andissue of the settlement agreement.
• Assist the Subcontract Administration Manager inresolving disputes with contractors, about contractor's contractualobligations, and participate, as required to the claim meetingswith contractors.

• Hold an Engineer or a technical degreewith minimum 5 years of experience in Subcontracts and SubcontractsAdministration at site for Chemical and Oil & Gas industries.Previous experience in The Netherlands is aplus.
• Have very good level ofwritten and spoken English (Dutch is a plus).
• Have good experience in MS Office programs withcomplex Excel files.
• Havevery good communication and leadership skills.
• Be used to work in an integrated team on complexprojects.
• Be able tosupervise one or more Quantity Surveyor.
• Be eligible to work in EuropeanUnion.
• Be available to workat construction site.
