A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.

Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.

A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.

The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.

Organizational Context Under the direct supervision of the Director of Division of Management Services, the principal functions of the ICC Security & Safety Section are: Protection off all ICC premises, property and courtroom functions through the strict control of access and egress and the maintenance of an armed uniformed protection force. Management and control of all electronic security and surveillance protection systems operated at the seat of the Court. Safe handling and custody of all accused persons whilst detained at the seat of the Court. Background investigative screening of staff, contractors and other support workers to ensure the reliability and integrity of personnel assigned in a security sensitive environment. To promote the safety and security of ICC staff and its investigative and judicial processes, including through coordination and liaison with the security agencies of the host country, member states and international organisations. Armed protection of designated elected officials and staff members, premises and evidence in areas of investigative operations and the provision of close protection escorts, contingency plans, staff tracking and operational liaison with host government or international security support agencies. Prevention of unsafe acts at work, the promotion of a safe working environment and the immediate response to fire, safety, first aid or security incidents or emergencies. Duties and Responsibilities Within delegated authority and under the general supervision of the Field Security Coordinator and under the direct supervision of the Assistant Field Security Coordinator, the Senior Security Officer: Provides armed security protection for the staff members, senior officials, and visiting dignitaries at the seat of the Court and during field activities. Participates in the planning and coordination of personal protection operations for designated senior officials. Monitors the security and political developments in situation countries or any other country of interest or as assigned, by consulting a wide variety of open sources including United Nations Reports, NGO reports, national and international media, political/security analysis articles, subscriber publications, private company risk analysis or other sources that may be available. Provides advice on operational requirements within the mandated area of operations and the time of assignment. Ensures that mitigating measures are in place at all time to deter or deny identified threat and to preserve the security, safety and wellbeing of the designated senior official. Ensures that continued effectiveness of the close protection team remains in relation to the changes of the local threat level. Conducts advance reconnaissance and physical searches of the premises in response to threats or as a preventative security measure. Provides first aid and ‘first responder’ medical assistance to injured or ill persons at the seat of the Court and during field activities. Remains within the proximity of the designated senior official at all times and/or executes other duties as directed, including but not limited to motorcade driving, security advance, surveillance detection and/or counter assault. Conducts all personal protection security operations as outlined in United Nations Manual of Guidance on Protective Services. Coordinates all activities with relevant internal and external parties to include the appropriate security organizations, as required. Contributes to the forecasting, planning and executing security training for his/her team and liaises with other UNSMS organisations to keep abreast with current training methods; Maintains the qualification records and ensures certifications, as required below, according with the UNSMS standards; Completes correctly, timely and efficiently the necessary administrative records. Reports infractions of ICC rules, regulations of administrative issuances or breaches of security and safety to supervisors in a timely manner. Performs any other ad hoc duties as assigned by the Chief of Security and Safety Section. Essential Qualifications Education: Diploma of secondary education. Experience: At least six years of experience in security field, preferably with national police, military, corporate or international organization. An advanced or a first-level university degree maybe considered as a substitute for two years’ working experience only to determine eligibility. A minimum two years of progressively responsible experience in close protection with a national, private or international security organization. At least one year experience and exposure at the international level and in a conflict or a post conflict environment. Expertise in the following areas are required: Training, experience and certification in close protection by the United Nations Department for Safety and Security or by a recognized security/law enforcement agency. Received First Aid training in recent years and must be able to obtain/renew the First Aid certification. Received firearms training in recent years and must be able to obtain/renew the firearms certification. Training, knowledge and experience in operating modern security equipment for screening persons and items. Valid B category driver’s license (for manual gearbox vehicles).Training, knowledge and experience in working in field and high-risk environments. Training in the use of baton and other non-lethal weapons or instruments. Training in control and restraint techniques and tactics. Training in fire prevention and firefighting Expertise in the following areas are desired: UNDSS Close Protection Officer Certification (CPOC) Training and experience in prisoner handling. Training and experience as instructor. Training and knowledge of the United Nations Security Risk Management process. Valid B and C category driver’s license (for manual gearbox vehicles). Knowledge, skills, and abilities: Excellent communication and negotiation skills. Working knowledge of Microsoft standard applications High standard of physical fitness. Ability to use radio communications equipment. Ability to communicate effectively orally and to establish and maintain effective working relations with others in a multi-cultural environment with sensitivity and respect for diversity. Excellent client orientation skills and ability to create a positive immediate working environment. Ability to deal with uncertain situations especially involving belligerent or non-compliant persons, ability to take decisions related to use of force. Ability to manage crowds. Ability to work under pressure and to handle large volume of work in an efficient and timely manner. Ability to work effectively and constructively in teams. Ability to work in a non-discriminatory manner, with respect for diversity. Ability to obtain Security Clearance. Knowledge of languages: Proficiency in one of the working languages of the Court, English or French is required. Working knowledge of the other is considered an asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is considered an asset.
