Organisational Context Under the direct supervision of the Director of the Division of External Operations, the Public Information and Outreach Section (PIOS) ensures that the proceedings are accessible to the public, raises awareness, and promotes an understanding about the Court’s mandate and activities with the ultimate goal of getting support. It does so in relation to a number of target audiences, including global audiences, mainly encompassing international press and media, victims and communities affected by crimes within the jurisdiction of the Court; and key stakeholders such as legal communities, academics and non-governmental organisations. PIOS achieves its objectives through the use of a variety of communication means including granting interviews to media, production of press releases and other publications and audio visual materials as well as through the website and new social media platforms. PIOS also organises campaigns and is responsible for the organisation of events and visits ranging from general groups to high profile visitors. Outreach Unit Interaction with affected communities and victims of crimes before the Court is a critical function of the Registry field teams by way of which ICC justice can become meaningful to concerned populations. PIOS Outreach Unit liaises with field officers on Public Information matters; advises on strategic planning; oversees good use of monitoring systems to assess performance and report on impact; keeps abreast offices at HQ, as appropriate, of feedback received from country teams and ensures responses to such feedback when necessary. It interacts with concerned populations of countries with situations and cases before the Court where there are no Registry field officers performing that function. Duties and Responsibilities Within this framework and under direct supervision of the Head of Outreach Unit, the incumbent will be responsible for the following tasks: Ensures information flow between Headquarters and the field, provides field staff with timely information on judicial developments and other relevant events as well as with responsive lines developed at Headquarters, canalises questions raised by field staff on substantive matters, identifies problems and issues to be addressed and recommends corrective actions, identifies and tracks follow-up actions. Gathers, analyses and processes country action plans received from Field Officers (Outreach) and provides advice to Head of Unit on messages, outreach tools and cross cutting information campaigns needed to effectively engage identified national and local stakeholders. Drafts and/or adapts the content of outreach tools as necessary. Provides substantive support for policy coordination and evaluation of outreach strategies, including the review and analysis of emerging development issues and trends. With input from the Field Offices, contributes to various written outputs: drafts sections of strategies, annual reports and reports requested by Chambers; maintains updated content of outreach pages of ICC website. Develops and executes country action plans in situations with no presence of outreach field staff, including calendar of activities and resources needed; undertakes outreach activities, makes presentations on assigned topic and activities, participates in the development of training workshops, seminars, participates in field missions including provision of substantive and administrative support. Participates in discussions and consultations with representatives of civil society organisations, researchers and other allies presenting outreach plans, reports and/or updates of the evolution of outreach in specific Field Offices. Essential Qualifications Education: Advanced university degree in Liberal Arts, Law, International Affairs, Human Rights, International Humanitarian Law, Gender studies, Social Communication, Journalism, Psychology, Social Work or related field. A first-level university degree in combination with two additional years of relevant experience is accepted in lieu of the advanced degree. Experience: A minimum of two years (four with a first level university degree) of relevant work experience in public information, outreach or related area is required. Demonstrated experience at an international level is desirable; Demonstrated experience in organisations dealing with law, human rights or a related subject is desirable. Knowledge, Skills and Abilities: Excellent communication (written and verbal) skills. Ability to listen to others, respond to their information needs in a manner that audiences will understand, even when difficult legal topics are under discussion Excellent report-writing skills Ability to analyse sensitive contexts and suggest actions accordingly while maintaining diplomacy and tact Prioritisation, creativity, initiative and organisation Knowledge of Languages: Proficiency in one of the working languages of the Court, French or English is required. Working knowledge of the other is required. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset. - Monitors and maintains quality and productivity - The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.
