A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.

A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.

Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.

A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.

The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.

Organisational Context The Integrated Services Division (ISD) within the Office of the Prosecutor (OTP) centralizes the specialized support functions that provide cross-cutting support to the Office. The Division is headed by a Director who is responsible for managing the reliable and cost-effective delivery of integrated services and ensuring that the OTP is adequately supported through all relevant service functions, technologies and equipment, and that appropriate services are available to allow the implementation of the Office’s mandate. The services include planning and operations, witness protection and management, information knowledge and evidence management, forensic science, language and administrative support. The Division works to develop new approaches and strategies that promote the use of modern tools and advanced technology as mechanisms to strengthen the effectiveness of the Office. Specialized units within the ISD support the integrated teams in the elaboration and implementation of their plans and through advice and assistance in the conduct of operations. The Planning and Operations Section assists the teams with assessing, supporting and managing vulnerable witnesses, including through the provision of psychosocial evaluations, support and, where necessary, referral to the Victims and Witnesses Section of the Registry for long-term interventions. Duties and Responsibilities Under the supervision of the Head of Unit and Head of Section, as required, the incumbent will perform the following duties: Conduct psychological assessments, in particular on vulnerable witnesses such as victims of gender based violence, children, and traumatized persons in support to investigative interviews and statement taking; Assist the Prosecution team providing psychological assessment of witnesses in preparation for trials when required; Liaise with the Gender and Children Unit in the provision of advice to the Prosecutor, the Deputy Prosecutor and Unified Teams related to the welfare of witnesses, sexual and gender-based violence, violence against children and trauma-informed operations; Assist in the training of investigators on how to handle vulnerable witnesses, particularly with regard to victims of sexual violence and children, as well as in trainings on cultural awareness related to the areas of investigation and trauma-informed approaches to investigations and prosecutions; Provide support to investigation teams during field missions; Management of victims’/witnesses’ welfare by identifying and addressing their issues and concerns and arranging for follow-up support where appropriate; Contribute to the development of guidelines, policies and protocols; In coordination with the external relations staff colleagues, liaise where applicable with NGOs, IGOs, local communities and relevant third parties in support to the welfare of victims and witnesses; Perform other duties as required. Essential Qualifications Education: Advanced university degree in the field of Clinical/Forensic Psychology, Clinical Counselling or Psycho social studies or other related field is required. A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree; Post graduate studies in psychological trauma, especially on children and victims of sexual violence would be considered an asset. Experience: A minimum of two years (four years with a first level university degree) professional experience in dealing with vulnerable groups, such as victims of sexual violence and traumatized children, is required; Field experience and experience working with the affected communities are required. Knowledge, skills, and abilities: Ability and willingness to participate in field missions in post-conflict environments; Ability and willingness to work flexible hours; Ability to work effectively and constructively in teams; Good communication and drafting skills; Ability to work independently and under stress conditions; Ability to keep strict standards of confidentiality and security; Ability to work in a non-discriminatory manner, with respect to diversity; Relevant computer skills; Professional integrity. Knowledge of languages: Proficiency in one of the working languages of the Court, French or English is required. Working knowledge of the other is considered a strong asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is considered an asset. Knowledge of local dialects of situation countries is an added asset.
