Organisational context

The Associate Accounts and Contributions Officer is a member of the Accounts and Treasury Unit within the Finance Section. Working in strict cooperation with the Budget Section, the goal of the Finance section is to:

Ensure proper application and implementation of the Financial Regulations and Rules (FRR) as promulgated by the Rome Statute, any directives or administrative instructions and financial procedures. Prepare the Court’s and TFV’s Financial Statements in compliance with IPSAS for timely submission to the external auditors and to ensure an unqualified audit opinion is released at the end of a smooth audit procedure. Provide financial management needs for the smooth running of the Court’s operations and implementation of its mandate. Lead and implement financial management tools that will drive the Court in achieving its objectives while having absolute compliance with international public sector reporting standards. Provide financial services to all Organs of the Court and to advice, guide and lead finance related projects within the strategic goals and objectives of the Court.

Within this Section and under the overall supervision of the Chief of Finance, the Accounts and Treasury Unit is responsible for maintaining accounts and posting schemes for transactions, records and prepares the Financial Statements of the Court and of the Trust Fund for Victims. It manages assessed contributions, voluntary contributions and contingency funds for the operational and investment needs, and effectively monitors and reports on these in accordance with Assembly and donor requirements. In addition, it executes payments, ensuring that funds are available to meet cash needs through cash flow forecasting, and executes and monitors investments.

The Accounts and Treasury Unit also provides customer friendly treasury services which meet clients’ needs.

Duties and Responsibilities

Within this framework, and under the direct supervision of the Head, Accounts and Treasury Unit, the incumbent will perform the following duties:

Supports the Unit Head in the preparation of financial statements and reports, as well as in providing advice and interpretation on the applicability of the FRR to the Court, especially in the context of internal and external audit reviews. Maintains and reviews the scale of assessment to States Parties. Monitors assessed contributions of States Parties and flag non-compliance to Registry External Relation team. Monitors pledges and receipt of voluntary contributions. Manages Trust Fund accounts. Monitors the Court’s accounts to ensure accuracy of data, including approving of vouchers involving accounting transaction related to assessed contributions and Trust Funds and supporting the team’ efforts to minimize accounts receivable. Supports the Unit Head in managing the cash of the organization, providing projection of cash flow, managing the financial risks associated with the cash reserves and ensuring internal treasury procedures are adhered to.

Essential Qualifications

Education:

Advanced university degree in accounting or finance, with professional certification in accounting preferably with emphasis on public/governmental accounting, or other related area. A first-level university degree, in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.

Work Experience:

A minimum of two years (four years with a first level university degree) of progressively responsible professional experience in finance or accounting.

Knowledge, Skills and Abilities:

Knowledge of relevant financial rules and regulations is required. Knowledge of the Court’s administrative policies and practices is desired. Experience working with financial and ERP systems, in particular SAP. Knowledge of market investment products and of banking infrastructure.

Knowledge of Languages:

Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is an asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.
