Position Overview

The HR and Facility Manager is responsible for overseeing all human resources functions and ensuring the efficient management of workplace facilities. This role involves handling recruitment, employee relations, performance management, compliance with labor laws, and workplace safety. Additionally, the manager will oversee facility operations, maintenance, handling business travel arrangements, fleet management, and supporting expatriates in finding housing and settling into their new location.

A strong start-up mindset is crucial to the success.

Key Responsibilities

Human Resources Management

Recruitment and Staffing

  • Manage the recruiting process from compiling JDs, sourcing candidates, screening applicants, setting up interviews with the hiring manager, pre-employment tests, reference checks, etc.
  • Process the employee's onboarding from informing candidate to prepare documents, internal system set up, inform related function for laptop/equipment and guide new hire to complete necessary trainings
  • Conduct exit interviews, analyze, share the data and follow up with actions
  • Support manager to complete organization change and personnel change set up in HR system.

Performance Management & Development

  • Prepare and coordinate the welcome plan for new colleagues, explain company internal rules, do periodical training reminders
  • Work with Country Head to develop employee career paths/ training plan

Employee Relations

  • Address employment-related issues, such as work complaints and harassment allegations, in a timely and professional manner
  • Support employee relationship assignment, including employee engagement ideas and team building activities

Labor Laws and Legal Compliance

  • Prepare legal studies related to problems/questions that can appear in ACCE's daily operations, prepare periodical updates about new regulations that could impact on ACCE's structure (e.g. pension scheme, collective Agreement implementation, equality plans, health and safety programs etc.)
  • Ensure the company's handbook on policies and procedures following labor regulations

HQ Projects

  • Complete HQ projects and be the project facilitator to ensure the success of the projects

Facility & Office Management

  • Oversee office and facility operations, ensuring a clean, safe, and well-functioning workplace
  • Manage facility maintenance, repairs, and vendor contracts (e.g., cleaning, security, catering, office supplies)
  • Ensure compliance with health and safety regulations, including fire safety, workplace ergonomics, and emergency procedures
  • Coordinate office space planning, seating arrangements, and renovations to support business needs
  • Handle facility-related budgets and cost control for building services and utilities
  • Arrange business trips for employees, including flight bookings, hotel accommodations, and transportation
  • Support expatriates in relocating, including finding housing, handling lease agreements, and coordinating with real estate agents
  • Act as the primary contact for travel policies and expense reimbursements
  • Fleet management

Qualifications and background

  • 7+ years of HR generalist experience, preferably in a multinational company
  • 3 years of office administration and vendor management
  • HBO degree/ Bachelor's degree or higher in Human Resources, Business Administration, Facility Management or a related field
  • Fluent in English and Dutch; Mandarin is a plus
  • Excellent interpersonal and communication skills
  • Proactive, able to work in a fast-paced environment and global approach mindset
  • Proven track record of project management
