**Organisational setting**:
The post of Senior Specialist - Research and Innovation Technological Project Coordination is located in the Innovation Lab (C3-12), Information Management Unit (C3-1) Capabilities Directorate.

The Information Management (IM) Unit is responsible for delivering activities aimed at streamlining and strengthening Europol’s IM capabilities and supports Europol’s Chief Information Officer (CIO).

The Innovation Lab fosters innovation by pioneering and piloting innovative tools, products and services and the exploitation of synergies in close collaboration with Operations Directorate and Member States (MS). It includes an observatory function to carry out technology scanning and foresight. It deals with the ethical use of new tools and the impact of Artificial Intelligence (AI) and disruptive technologies on fundamental rights and privacy.

In 2022, the Amended Europol Regulation was adopted and Europol gained a new mandate to use personal data for research and innovation purposes. A separate, isolated and protected data processing environment (Europol Sandbox) is currently being built to accommodate the implementation of research and innovation (R&I) projects, including projects for the development, training, testing and validation of software tools and algorithms.

**Purpose of the post**:
The incumbent will be the platform manager for the Europol Tool Repository (ETR) and technological coordinator for the software components developed by Europol or shared by MS or private parties to be hosted on the ETR. The incumbent will have responsibility for the ETR tools lifecycle, from coordinating development and evaluation of the tools to overseeing compliance, user training and maintenance. Responsibilities also include the expansion and promotion of the ETR platform and its tools and the coordination of the operational support provided by Europol when these tools are being used by MS.

The incumbent is expected to provide state-of-the-art AI expertise, for example in relation to Large Language Models (LLMs), to drive the development and evaluation of cutting-edge ETR tools, with the goal of achieving breakthrough performance.

**Reporting lines**:
The incumbent reports to the Senior Specialist - Head of Team - Europol Innovation Lab.

**FUNCTIONS AND DUTIES**:

- Coordinate with relevant internal and external stakeholders to develop and lead the implementation of the roadmap for future ETR evolutions;
- Coordinate the technical support for joint Europol and MS-led operations by supporting the deployment and use of ETR tools for police investigations, such as Operational Task Forces (OTFs) and Europol Operations;
- Act as the primary contact point between operational stakeholders and project development teams and handle communication with internal and external stakeholders;
- Train MS users on the ETR tools and offer on-site technical support when needed;
- Coordinate the development and maintenance of ETR software components by:
o Designing and developing software prototypes and tools depending on specific operational requirements;

o Contributing to AI tool development, fine-tuning, training, validation and acceptance, on novel AI topics such as LLMs with, for example, a focus on Retrieval-Augmented Generation (RAG) techniques;

o Performing assessments and validations to ensure software quality.
- Ensure that ETR tools are evaluated according to predefined assessment criteria, and all the relevant documentation is completed prior to the tool being uploaded on the EPE platform;
- Identify, annotate and/or anonymise relevant data to be used for development, training and validation of tools and technical solutions, according to the Europol security and data protection safeguards and requirements;
- Explore, continuously improve and advise upon the most adequate research methodologies and help optimise the R&I project lifecycle;
- Perform any other tasks as assigned by line management.

- Produce evidence of a thorough knowledge of one of the languages of the Union and a satisfactory knowledge of another language of the Union to the extent necessary for the performance of the duties.
