Operations Officer

The Emergency Support Department (ESD) is part of operations and plays a key role in responding to (new) humanitarian crises and emergencies. The ESD conducts exploratory assessments; initiates and manages large scale or complex interventions to support people in precarious situations. The ESD also provides support to existing projects and activities in promoting and guarding emergency response capacity, enabling continued functioning of existing projects in long-term emergency and/or highly insecure settings. It coordinates with departments throughout the organisation to ensure and safeguard our emergency response capacity and focus.
The ESD consists of a headquarter based Emergency Desk (E Desk) and a predominantly field based Emergency Team (E Team). The ESD works in close collaboration with other desks and departments.
As per mid-February 2025 MSF-OCA ESD is looking for an:
**Operations Officer**, ESD**
- B_ased in Amsterdam_ NL_, _one-y_ear _contract_
**Place within the organisation**
- Reports to the Head of ESD
- Works in close cooperation with the ESD counterparts, as well as numerous departments
**O**bjective**s** of the pos**ition**
- Provision of day-to-day operational and administrative support on a functional basis to countries managed by the E Desk
- Execution of the organization and administration of the ESD
- Field deployment for gap-filling of key vacancies in the field (up to 40% of the time)
**Job Overview**
- You keep an overview of the day-to-day activities related to the assigned country programs and the management thereof and monitor their progress.
- You keep yourself available for support in various areas, practical/organisational/legal/administrative, and you ensure all relevant parties are informed on their progress or delays. You provide day-to-day operational and processes support on a functional basis to portfolio and missions managed by the E Desk.
- You ensure comprehensive and standardised Information management within the ESD.
- You gather the information and use your experience to prepare and deliver (de)briefings to staff going and returning from countries of operations.
- You manage the administrative tasks surrounding countries of operations and the department, especially regarding HR, ICT, admin and finance. You prepare the necessary reports to this end, approve expenses, report on donor funding, and support the control cycle.
**Tasks**
- (De)briefings of country programs staff and Emergency Team members for E Desk assignments and ensure timely feedback shared with line management.
- Progression of and order in assigned processes such as invoice approval, declarations sign-off, etc.
- Timely preparation of control cycle process and documents
- Financial, HR, legal and administrative support to Operations Manager/Head of Emergency Support Department and Operations
- Completeness of, and order in, (electronic) files (SharePoint) and assigned administrations/ databases, in accordance with standards
- Support to training for Staff (e.g. PPD, PMC)
- Safeguarding of adherence to operational policies of the organisation
- Scan for natural disaster and general emergency contexts and share info with ESD colleagues
- Support the setup of new emergency interventions - logistics, admin, finance, HR, Operations
- Support recruitment processes for both E Desk and E Team
- Manage files and dossiers for the ESD and ensure everyone is aware of deadlines and responsibilities/that things don’t get dropped.
- Provide support to E Team members as needed (holiday overview, contract support, travel arrangements, etc) in coordination with the Edesk ISSOs
- Maintain the ESD grab stock, museum, maps, work area, etc
- Chair regular department and ad hoc meetings
- Field deployment/coverage of key field positions in projects or country roles (‘gap fill’)
**Your p**rofile**
- MSF experience with emergency humanitarian assistance in complex political and humanitarian contexts of which at least three years of experience in a management position
- Experience working in experience managing HR, finance, logistics and/or administration
- Full professional proficiency in English is essential. Arabic and/or French is an asset

**W**e offer**
- One-year contract (position within the department will be reviewed prior to potential extension)
- A gross monthly gross salary ranging between 3,582 - 4,931 euro. The exact salary is depending on relevant work experience, based on a fulltime appointment
