Organisational Context

Under the guidance of the Prosecutor and in close collaboration with the Immediate Office of the Prosecutor ("IOP"), as well as under the management of the P4 Judicial Cooperation Adviser (Head of External Affairs Unit), the judicial cooperation team offers strategic, technical, and operational counsel to support all judicial assistance requests and responses on behalf of the Unified Teams of the Office of the Prosecutor. This team also manages an Office-wide judicial cooperation tracking system and oversees all communications and records related to outgoing and incoming requests for assistance within the database. It is tasked with identifying and addressing thematic challenges encountered by the Office in its judicial cooperation efforts.

Duties and Responsibilities

In support of the activities of all Unified Teams, the incumbent will undertake the following tasks:

  • Conducts research and provides insights on a comprehensive range of issues related to judicial cooperation and/or specific external relations and state cooperation matters arising from ICC proceedings.
  • Develops plans and strategies aimed at enhancing the impact of judicial cooperation and relevant external relations to facilitate the Office's judicial cooperation efforts.
  • Informs senior management and the Head of Unit about new initiatives that could strengthen the Court's influence in the realm of judicial cooperation.
  • Monitors the activities of key stakeholders and assesses their impact on the Office's operations, providing advice as necessary.
  • Prepares speaking notes, speeches, and briefing documents concerning judicial cooperation issues.
  • Drafts or reviews correspondence directed to government officials, UN agencies, NGOs, civil society, and the private sector. Prepares any correspondence required for recurring seminars and meetings, such as strategic discussions between the Registry and NGOs, thematic seminars, etc.
  • Offers advice on opportunities for concluding relevant agreements and leads negotiations.
  • Coordinates with and advises OTP staff based in country offices on the implementation of judicial cooperation and state cooperation activities, strategies, and follow-ups, while liaising with diplomatic and state representatives, judicial authorities, and other intergovernmental organizations (EU, AU, OIF, etc.).
  • Provides guidance and support, including regarding relevant HR processes, to other members of the Judicial Cooperation Team.
  • Requests assistance from States and International Organizations, considering the legal basis, relevant case law, and specific case particulars.

Essential Qualifications

Education:

Advanced University degree (Master's degree or equivalent) in law, political science, international relations, or a related field. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • Five years (seven years with a first-level university degree) of progressively responsible experience in external or international relations, cooperation, negotiation, or international criminal justice is required.
  • Experience in judicial cooperation in criminal matters is required.
  • Relevant international experience, particularly in working with and liaising with States, International Organizations, and Judicial Authorities, is desirable.
  • Experience in cross-border investigations and related judicial cooperation processes is desirable.

Knowledge, Skills, and Abilities:

  • Understanding of international cooperation and judicial assistance and/or mutual legal assistance.
  • Knowledge of criminal law, international criminal law, international humanitarian law, and/or international human rights law is considered a strong asset.
  • Demonstrated problem-solving skills and sound judgment to address a wide range of complex issues.
  • Strong drafting skills, with the ability to write reports that address complex issues clearly and concisely.
  • Maintains strict confidentiality standards.
  • Ability to effectively manage large document collections or complex data sets.
  • Knowledge of evidence management and disclosure processes, including adherence to evidence admissibility, chain of custody, and source management procedures.
  • Ability to collaborate effectively with lawyers, analysts, and investigators from diverse cultural and professional backgrounds and various criminal justice systems.
  • Proficiency in modern analytical software and databases.
  • Excellent diplomatic, communication, and negotiation skills.
  • Ability to work in a non-discriminatory manner, respecting diversity.
  • Exhibits professional and personal integrity.

Knowledge of Languages:

Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is required. Knowledge of another official language of the Court (Arabic, Chinese, Russian, and Spanish) is considered an asset.
