Contract Duration:

For initial appointments, the Court offers a two-year appointment with the possibility of extension (six month probationary period).

A roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).

Organisational Context

The Integrated Services Division (ISD) within the Office of the Prosecutor (OTP) centralizes the specialized support functions that provide cross-cutting support to the Office. The Division is headed by a Director who is responsible for managing the reliable and cost-effective delivery of integrated services and ensuring that the OTP is adequately supported through all relevant service functions, technologies and equipment, and that appropriate services are available to allow the implementation of the Office's mandate. The services include planning and operations, witness protection and management, information knowledge and evidence management, forensic science, language and administrative support. The Division works to develop new approaches and strategies that promote the use of modern tools and advanced technology as mechanisms to strengthen the effectiveness of the Office. 

Duties and Responsibilities

The incumbent of the post will work in the Language Services Unit (LSU) of the Office of the Prosecutor under the overall supervision of the Language Coordinator, and reporting to the Interpretation Coordinator. The successful candidate will be expected to:

Establish the on-going and future interpretation needs of the OTP; conduct linguistic research into and compile information on the relevant languages; Source suitable interpretation candidates and testers by, among other things, networking with relevant academic institutions, international organisations, NGOs, etc.; Recruit competent interpreters for the roster of freelance interpreters to ensure all needs are met, traveling to the field where necessary; Develop, update and deliver suitable training courses for interpreters as well as briefings / workshops for OTP staff working with interpreters; Assign interpreters to assignments in response to requests, and supervise the deployment of interpreters, including responding after hours to urgent interpretation queries; Monitor the quality of services provided by interpreters, for example by soliciting feedback and taking any necessary action; Collaborate with the Language Services Section, the Registry on field interpretation recruitment and training matters; Contribute to developing and updating policies and guidelines relating to interpretation; Perform other related duties as required.

Essential Qualifications

Education:

Advanced university degree in linguistics, interpretation, human resources or business management or other related area, is required. A first-level university degree, in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.

Experience:

A minimum of two years of relevant professional experience (four years with a first-level university degree), for example, in language-service provision, recruitment and training, preferably in an international, community interpretation or legal setting.

Knowledge, Skills and Abilities:

Excellent organisational and planning skills and the ability to multi-task in a fast paced environment; Excellent interpersonal, oral and written communication and negotiation skills and the ability to liaise effectively with internal and external partners; Ability to assess performance of interpreters and interpreter candidates; Sound knowledge of relevant computer software, e.g. Microsoft 365, Records Manager, and collaboration systems (e.g. SharePoint) would be an asset; Prior experience conducting recruitment and training considered an asset; Knowledge of issues relating to rare languages considered an asset; Prior experience working in the field considered an asset; Prior experience in research and policy development considered an asset; Ability to work in a multi-disciplinary team in a non-discriminatory manner, with respect for diversity; Professional and personal integrity.

Knowledge of languages:

Proficiency in both working languages of the Court, English and French, is required. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) and/or a situation related language would be considered an asset.

Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2) to implement a tenure policy at the Court as of 1 January 2025. - The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy.
