**About the vacancy**:
Successful construction projects don't just happen by chance. They require a good planning long before the building process actually begins. This is where the pre-construction phase comes into play. The preconstruction process is a complex process with a lot of internal and external stakeholders. Therefore managing, communication and reporting this process is essential. The role of the Manager Pre-Construction is about managing instead of doing. The preconstruction team has the skills, knowledge and experience that he/she can use for the project deliverables. The preconstruction manager leads the project and ensures a good cooperation between the members, meet the schedule targets and achieve deliverables with the correct quality. When members are unsuccessful in accomplishing the tasks, the Manager Pre-Construction needs to be able to step in.

We are looking for someone that concentrate mainly on European and APAC projects.

Main activities in the preconstruction phase are:

- Defining the Project Scope and Objectives
- Site Selection and Analysis
- Design development
- Permitting and approvals
- Cost Estimating and Budgeting
- Scheduling
- Stakeholder Communication
- Risk management

**What will you do?**
- Manage project works with a Schedule that is realistic though challenging and identifies issues, opportunities and risks with regard to the project team in place.
- Oversees customer-related activities (such as OSA completion and CCD), land plot-related activities (ultimately full coverage of checklist), permits, design (multiple designs in multiple stages), implementation LS/IT, procurement and budget.
- Manage the process quality and progress is leading.
- Manage but also support team members (such as Engineer MHE, PE, Lead Procurement, VP Construction or other persons that have a responsibility in construction, NCA representatives, etc) in bringing further their action in time.
- Be able to assess and challenge the deliverables.
- Manage but also support for external Consultants and/or Suppliers. Preferably involved in appointing (most of) the externals as that creates commitment back and forth (which helps in managing the externals).
- Recognize in time if and where individuals are causing delay for others and address/manage/escalate.
- Recognize in time if and where departments are insufficiently responding (taking responsibility for their involvement) and that way avoid that those departments later on will challenge design and other stuff as this causes delays.
- High quality monthly reporting but also ad-hoc if and where needed.
- Work with NewCold Stage Model in a way that team(s) will feel that this is a (productive and value add) tool instead of an objective in itself.
- Handover to the local project lead/director.

**Who are we looking for?**

You have:

- 7-10+ years of pre-construction project management experience
- Strong knowledge of large complex commercial construction projects
- Experienced in permitting, design, project financials and project planning
- Bachelor’s Degree in engineering or Construction (will consider other disciplines)
- Professional English any other European language is a plus.
