The ministry was established on July 2, 2024, upon the inauguration of the Schoof cabinet. The cabinet has decided to build at least two new nuclear power plants in the Netherlands. To take concrete steps toward the development of these plants, the Ministry of Climate and Green Growth has established a project organization: the Nuclear Energy Organisation Netherlands (NEO NL).

**Project description**:
The project organization has been tasked with bringing together all the necessary expertise for the tendering, construction, operation, and (ultimately) decommissioning of these power plants and developing NEO NL into an independent entity that, remotely and on behalf of the Ministry, will be responsible for the realization of the power plants.

**Position Overview**:
The project lead Site Physical Security and Emergency Preparedness will be responsible for the strategic development and implementation of comprehensive site security and emergency response plans. These plans must align with the rigorous standards set forth by relevant authorities and stakeholders, such as the ANVS, AIVD, MIVD, as well as local police, fire departments, hospitals, health insurers, etc.

**Tasks and responsibilities**:

- Develop (and oversee the implementation of) site-specific physical security plans that comply with all applicable regulations and policies, and in relationship with the Owner/Operator Corporate and Project Security policies and strategies
- Develop (and oversee the implementation of) site emergency preparedness plans that comply with all applicable regulations and policies.
- Conduct thorough risk assessments and vulnerability analyses specific to nuclear facility requirements for the site preparation phase and in order to prepare the construction phase, including supporting off-site facilities critical to construction delivery.
- Build-up a control and mitigation plan for these vulnerabilities, including key stakeholders involvement
- Establish and maintain effective relationships with stakeholders, including regulatory bodies, intelligence agencies, and emergency services.
- Contribute to NEO's Stakeholders management plan for the related key Security and Emergency preparedness stakeholders.
- Coordinate with internal teams to ensure compliance with national security protocols and emergency preparedness mandates.
- Monitor regulatory developments and ensure that all security measures are updated accordingly.

**Education**
- Advanced degree in Security Studies, Risk Management, or a related field.
- Extensive knowledge of national and international nuclear security regulations.
- Proficient command of business English, both written and spoken.
