Special Notice:

A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.

A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.

Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.

A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. 

The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.

Important:

Recruitment for this post in the General Service category is done on a local basis. As a result, staff are generally recruited from the area in which the particular office is located but could be of any nationality. Candidates applying to a post in the General Services category shall meet the relevant employment and immigration requirements in the country of the duty station, including fulfilling residence and work permit conditions.

Applicants will be responsible for any expenses incurred in relation to: visa, travel to and from, and relocation to and from the duty station, in the event of an employment offer.

A staff member in the General Service category who has been locally recruited shall not be eligible for the entitlements and/or benefits exclusively applicable to internationally recruited staff.

Organisational Context The Court Management Section (CMS) is in the Division of Judicial Services within the Registry. CMS has the Registry’s delegated responsibility to provide support to core processes of the Court’s judicial proceedings, in particular for the court operations and judicial information management. This includes (i.e.) representing the Registrar during the court proceedings, supporting the current court applications and keeping a full and accurate record of all proceedings before the Chamber. Furthermore the Section is responsible for the receipt, processing and distribution of the official court filings, production of transcripts and the audio-visual recording of the proceedings. Additionally, CMS, is the Registry’s designated custodian of the record of proceedings and is therefore responsible for the management of judicial records and information, both in original form as well as n their electronic format. Duties and Responsibilities Under the direct supervision of the Senior Audio-visual Production Assistant and the overall guidance of the Head of Judicial Information Management Unit, the incumbent performs the following tasks: Responsible for daily technical courtroom operations with the purpose to establish, maintain and uphold technical, operational and contextual quality of ICC courtroom broadcast productions. This entails: producing live television coverage of ICC multilingual hearings; providing images for broadcast of ICC hearings; producing recordings of ICC hearings in accordance with standard operating procedures, guidelines and regulations; Responsible for all audio-visual and computer operations during ICC hearings: directing and switching multiple camera, video, audio and computer, video-teleconferencing and remote platform inputs with the objective to maximise the effectiveness of the Court’s proceedings. Input sources include 9 in-court broadcast-quality cameras operated through robotics, a document camera, video-teleconferencing equipment, remote /virtual platform, equipment for witness protection, various multi-media computer inputs and multi-standard/format audio and/or video play-back and recording equipment. Presents a balanced view of the proceedings, in multiple languages, for the court participants, the viewing public, the press, TV and radio stations world-wide and Internet-streaming; Produce and prepare for archive public and confidential digital format audio and/or video recordings; Produce and provide copies of AV materials (all formats and all systems); Produce and provide norm-conversions of AV materials from and to all formats; Advise on present and future requirements and specifications for equipment, systems, software and services related to audio-visual production, providing the necessary user input for the development of systems; Provide recommendations with regards to policies and new processes surrounding the audio-visual activities; Linear and non-linear editing of AV material; Perform other tasks as assigned by the supervisor. Essential Qualifications Education: Diploma of secondary education. A certificate indicating training and proficiency in audio-visual and/or broadcast/TV, techniques and/or operations is required. Experience: A minimum of eight years of progressively responsible practical work experience as a director of video coverage and/or television production in a professional or broadcast multi-camera, preferably in a legal environment, is required. An advanced or a first-level university degree may be considered as a substitute for two years' working experience only to determine eligibility. Work experience and/or practical training and dedicated courses in video-editing, using various audio-visual means both linear and non-linear, as well as in-depth knowledge of various analog and digital audio-visual production and transmission systems and equipment is required. Experience in judicial or litigation support as well as knowledge on object-oriented software development is an asset. Knowledge, skills, and abilities: Audio-visual and/or TV broadcast competence, knowledge and expertise. Interpersonal and leadership, ability to maintain effective and productive working relations in a multi-cultural environment. Ability to work in the public eye, respond and perform well under pressure, ability to cope with graphic and emotionally burdening evidence and witness testimony. Analytical and communication skills including the ability to research and analyse data and information and to develop and communicate sound recommendations, explanations and presentations on audio-visual and related issues in a clear and concise manner in a non-technical environment. Demonstrated ability to use computer technology. Demonstrated work experience or operating knowledge of at least one commonly used graphic image manipulation software, or AV non-linear editing software (i.e. AG, Adobe Premiere). Demonstrated work experience or knowledge of an IT software-based digital broadcast/non-broadcast AV recording system. Knowledge of languages: Proficiency in one the working languages of the Court, English or French, is required. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.
