The Role

We are looking for an experienced Team Lead Procurement with 10+ years of experience in procurement, specifically within CAPEX-intensive energy infrastructure projects. This is a pivotal role that requires a strong technical understanding of heat, cold, and large-scale energy investments, alongside leadership experience in building teams, processes, and governance structures.

You will initially manage a team of 5-6 procurement professionals, with a strong focus on laying the foundation for procurement best practices, project management methodologies, and collaboration frameworks with engineering and other key stakeholders.

As a senior procurement leader, you will need to effectively navigate corporate structures, manage senior stakeholders, and ensure alignment with Dutch energy market regulations and business priorities.


Key Responsibilities

Leadership & Team Development

  • Lead, mentor, and grow a team of 5-6 procurement professionals, with a vision for future expansion.
  • Establish procurement best practices, governance, and project management methodologies.
  • Develop and implement ways of working that optimise collaboration with engineering and operations teams.

Strategic Procurement & CAPEX Management

  • Lead procurement strategy for major energy infrastructure projects (heat, cold, and other CAPEX investments).
  • Ensure efficient supplier selection, contract negotiations, and risk management for large-scale capital investments.
  • Drive cost optimisation and long-term value creation across the procurement function.
  • Play a key part in managing a €60M investment pipeline in 2024, with a strategic vision for scaling procurement operations to support projected growth of €150M by 2027.


Stakeholder Management & Corporate Navigation

  • Engage with senior stakeholders across engineering, finance, legal, and executive leadership.
  • Successfully operate within corporate structures, ensuring procurement strategies align with broader business objectives.
  • Build strong relationships with external suppliers, contractors, and regulatory bodies.


Process & Governance Development

  • Set up procurement processes, governance frameworks, and reporting mechanisms.
  • Establish project management methodologies to ensure on-time and on-budget execution of procurement activities.
  • Ensure compliance with Dutch energy market regulations and corporate policies.


Key Requirements

  • 10+ years of procurement experience, with a strong focus on CAPEX investments in the energy infrastructure sector.
  • Fluent Dutch speaker.
  • Deep technical understanding of heat, cold, and large-scale energy infrastructure projects.
  • Proven ability to set up and build teams, processes, and governance structures from scratch.
  • Strong stakeholder management skills, with experience influencing senior leadership and navigating corporate environments.
  • Expertise in procurement strategy development, contract management, and supplier negotiations.
  • Understanding of Dutch energy markets and relevant regulatory requirements.
  • Excellent communication and leadership skills, with the ability to drive cross-functional collaboration.
