- For initial appointments, the Court offers a two-year appointment with the possibility of extension (six month probationary period).**Organisational Context**
The Evidence Processing Assistant exists within the Information and Evidence Unit (IEU) of the Information, Knowledge and Evidence Management Section (IKEMS) and reports to the Head, Information and Evidence Unit.
IKEMS, headed by an Information Management Coordinator, reports directly to the Prosecutor, and combines the OTP’s information, knowledge and evidence management operations into one consolidated section. IKEMS aims to maintain a coordinated, flexible and operationally responsive IKEM support capacity throughout the OTP, in order to support the full spectrum of the OTP information and evidence operations.
The Information and Evidence Unit (IEU) in particular, is responsible for:
- The overall custodial services of all information and evidence possessed by the OTP, including its registration, digitisation, processing, preservation, storage and disclosure; and
- The facilitation and administration of evidence review in both physical and digital form. It receives, acknowledges and stores communications and referrals sent to the Prosecutor under article 15 of the Rome Statute, therein also conducting the initial assessment of these communications.
**Duties and Responsibilities**
Under the supervision of the Head of Information and Evidence Unit, the incumbent will perform the following tasks:
- Provide evidence and information processing expertise including completing and quality controlling all metadata fields (stages 1 and 2) in the evidence management system, as well safe handling, processing and storage of electronic, audio-visual and hardcopy information and evidence;
- .Guarantee the custody of evidence and implement evidence security policies;
- Provide planning and administrative support and implement internal procedures;
- Act as team service delivery focal point with other Divisions, Sections or Teams for all matters relating to evidence processing, ingestion and information management (metadata quality) relating to evidentiary items;
- Provide electronic information and evidence integrity and availability to all OTP core business areas;
- Register hardcopy, electronic and audio-visual evidence and determine best approach to implementing archival procedures. Additionally, administer OTPLink and register all Art. 15 communications received by the Office, ensuring replies are sent to communicants and that the work-flow is maintained;
- Perform data validation for automatically populated fields and conduct A/V processing of evidentiary material; and
- Perform other duties as required.
**Essential Qualifications**
- Education:_
Diploma of secondary education. An advanced or first-level university degree may be considered as a substitute for two years' working experience only to determine eligibility.
Specialised training in administrative, information management or evidence handling is preferred.
- Experience_:
A minimum of six (6) years of progressively responsible experience in handling large amounts of items (information or evidence) for archiving purposes is required. An advanced or first-level university degree may be considered as a substitute for two years' working experience only to determine eligibility.
Demonstrated experience with criminal investigations or an international organization or in public documentation and archiving is required. Specialised training in administrative, information management or evidence handling is preferred.
- Knowledge, Skills and abilities:_
- Knowledge of safe evidence (hardcopy or digital, and/or audio-visual) registration, processing and archiving;
- Discretion, diplomacy and confidentiality in handling sensitive or confidential information;
- Basic knowledge and understanding of the Rome Statute, ICC Rules and Regulations, proceeding in International Law and paralegal support would be desirable;
- Excellent organisational skills and attention to detail and accuracy;
- Good communication and interpersonal skills;
- Team spirit, enthusiasm and multicultural approach;
- Sensitivity and commitment with ICC values;
- Loyalty, discretion, diplomacy and confidentiality;
- Excellent drafting skills;
- Ability to quickly acquire working knowledge of new technologies and software.
- Knowledge of languages:_
