Overview:

The OSCE High Commissioner on National Minorities is seeking a highly skilled and experienced Senior Administrative Officer to support the work of the High Commissioner as part of a dynamic team.

As a key member of the organization's administrative leadership, you will play a crucial role in managing all administration and support functions, including finance, human resources, information technology, procurement, logistics, and security. You will be responsible for contributing to strategic planning, advising senior management on administrative policies and management issues, and formulating and implementing control procedures to safeguard resources.

This is an exciting opportunity for a motivated and detail-oriented individual to join the OSCE team and contribute to the organization's mission of promoting conflict prevention and integration of diverse societies.

Key Responsibilities:

  • Manage all administration and support functions, including finance, human resources, information technology, procurement, logistics, and security
  • Contribute to strategic planning, including preparation of the HCNM budget and providing guidance on priorities, objectives, and strategies
  • Advise senior management on administrative policies and management issues, including finance, procurement, and logistics
  • Formulate and implement control procedures to safeguard resources and ensure accountability
  • Draft internal human resources policy and advise senior management on staffing and professional development issues
  • Co-ordinate recruitment processes in the office
  • Support project activities and administration of project-related contracts
  • Advising the High Commissioner on all security and safety issues as security focal point
  • Co-ordinate support for events, conferences, and visits throughout the OSCE region
  • Develop information management systems and policies

Requirements:

  • A second-level university degree in public or business administration or equivalent with specialisation in finance and accounting or other related fields
  • A minimum of seven years of progressively responsible relevant experience in public or business administration, budget, finance management at the national level, including at least five years at the international level
  • Professional fluency in English is required; knowledge of other OSCE official language/languages would be an asset
  • Excellent analytical, drafting, planning, and organizational skills, resourcefulness, team spirit, and initiative
  • Digital literacy and proficient use of Microsoft Office (Outlook, Word, Power Point, Excel)
  • Experience in the use of IRMA/Oracle or any other ERP software would be an asset
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities

About the Opportunity:

The salary for this position is approximately EUR 9,100 per month depending on post adjustment and family status. Social benefits include the possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System. Appointments are normally made at step 1 of the applicable OSCE salary scale.
