The Project Development Manager at QTS Data Centers is primarily tasked with overseeing and directing the design, preconstruction, and construction phases of assigned projects. This role necessitates daily interaction with various stakeholders, including Facilities, Contractors, Designers, Engineers, Commissioning Agents, Vendors, and Data Center Operations personnel. Strong written and verbal communication skills are essential for effective collaboration.

KEY RESPONSIBILITIES

  • Oversee multiple projects across campuses, ensuring that budgets, schedules, and status reports are consistently updated.
  • Prepare and present monthly updates on the development program and project status tailored for executive-level reviews, facilitating informed decision-making.
  • Collaborate with QTS stakeholders, design, and construction teams to formulate a comprehensive development program for sites, including a detailed campus design and capital budget.
  • Manage entitlement and permitting requirements for each assigned project.
  • Develop and implement multi-phased site development strategies to meet time, budget, and quality benchmarks reliably.
  • Draft scopes of work for design, construction, and commissioning services, and engage in procurement and project cost estimation.
  • Assess and evaluate pricing proposals for design, construction, and commissioning services.
  • Work closely with the strategic procurement team to streamline equipment procurement and delivery processes.
  • Ensure that necessary submittals are coordinated with site stakeholders.
  • Monitor and manage project budgets, comparing costs to the overall project budget.
  • Establish project timelines and lead teams to ensure timely completion.
  • Review and authorize monthly payment applications from contractors.
  • Analyze change order requests from contractors and negotiate pricing effectively.
  • Develop site construction security protocols in collaboration with the site security team.
  • Formulate deployment plans for products and communicate these plans with relevant QTS staff.
  • Partner with Sales Engineers and Product teams to support customized solutions for prospective clients within designated schedules and budgets.
  • Build and maintain relationships, acting as a liaison with key QTS stakeholders.
  • Represent QTS interests as a leader in OAC meetings.
  • Foster relationships that enhance QTS's position as a leader in the data center real estate sector.
  • Assist in due diligence for potential new sites as required.
  • Collaborate with the internal development team to refine project management processes and protocols.

BASIC QUALIFICATIONS

  • A Bachelor's degree in a relevant field such as science or engineering, or equivalent professional experience.
  • A minimum of five years of professional experience in commercial construction practices, including management of various project delivery methods from conceptual development to closeout.
  • Willingness to travel up to 25% of the time.

PREFERRED QUALIFICATIONS

  • An MBA or a master's degree in engineering, management, or a related field is desirable.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Proficiency in Microsoft Office Suite, particularly PowerPoint for executive-level updates and Excel for managing project budgets.
  • Experience in delivering mission-critical data center facilities.
  • Extensive experience in managing MEP trades.
