The Project Development Manager at QTS Data Centers is primarily tasked with overseeing and directing the design, preconstruction, and construction phases of assigned projects. This role necessitates daily interaction with various stakeholders, including Facilities, Contractors, Designers, Engineers, Commissioning Agents, Vendors, and Data Center Operations personnel. Strong written and verbal communication skills are essential for effective collaboration and information dissemination.

KEY RESPONSIBILITIES

  • Oversee multiple projects across campus locations, ensuring budgets, schedules, and status reports are consistently updated.
  • Prepare and deliver monthly updates on development programs and project statuses, tailored for executive-level reviews, facilitating informed decision-making.
  • Collaborate with QTS stakeholders, design, and construction teams to formulate a comprehensive master development program for sites, inclusive of a complete campus design solution and capital budget.
  • Manage the entitlement and permitting processes for each assigned project.
  • Implement and oversee multi-phased site development strategies to meet time, budget, and quality benchmarks predictably. Regularly update the campus master plan to reflect accurate statistics in a dynamic setting.
  • Draft scopes of work for design, construction, and commissioning services, participating in procurement and project cost estimation.
  • Assess and evaluate pricing proposals for design, construction, and commissioning services.
  • Work closely with the strategic procurement team to streamline equipment procurement and delivery.
  • Ensure that all necessary submittals are coordinated with site stakeholders.
  • Monitor and maintain project budgets, comparing costs to the overall project budget.
  • Establish project timelines and lead teams to ensure timely completion.
  • Review and authorize monthly payment applications from contractors.
  • Evaluate change order requests from contractors and negotiate pricing effectively.
  • Develop site construction security protocols in collaboration with the site security team.
  • Formulate deployment plans for products and communicate these plans with relevant QTS staff.
  • Partner with Sales Engineers and Product teams to assist in creating tailored solutions for prospective clients within the designated schedule and budget.
  • Build and maintain relationships, acting as a liaison with key QTS stakeholders.
  • Represent QTS interests as a leader in OAC meetings.
  • Foster relationships that enhance QTS's position as a leader in developing premier Data Center Real Estate.
  • Assist in due diligence for potential new sites as required.
  • Collaborate with the internal development team to refine project management processes and protocols.

BASIC QUALIFICATIONS

  • A Bachelor's degree in a relevant field such as science or engineering, or equivalent professional experience.
  • A minimum of five years of professional experience in commercial construction practices, including management of various project delivery methods from conceptual development through procurement to closeout.
  • Willingness to travel up to 25% of the time.

PREFERRED QUALIFICATIONS

  • An MBA or a master's degree in engineering, management, or a related field is desirable.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Proficiency in Microsoft Office Suite, particularly PowerPoint for executive communication and Excel for managing project budgets.
  • Experience in delivering mission-critical data center facilities.
  • Extensive experience managing MEP trades.
