A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.

A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.

Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.

A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.

The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.

Important:

Recruitment for this post in the General Service category is done on a local basis. As a result, staff are generally recruited from the area in which the particular office is located but could be of any nationality. Candidates applying to a post in the General Services category shall meet the relevant employment and immigration requirements in the country of the duty station, including fulfilling residence and work permit conditions.

Applicants will be responsible for any expenses incurred in relation to: visa, travel to and from, and relocation to and from the duty station, in the event of an employment offer.

A staff member in the General Service category who has been locally recruited shall not be eligible for the entitlements and/or benefits exclusively applicable to internationally recruited staff.

Organisational Context The General Services Section (GSS) organizationally belongs to the Division of Management Services in the Registry. The GSS consists of four units: the Facilities Management Unit (FMU), that is responsible for operation and management of the owner occupied Headquarter Premises at The Hague and assessment and adaptation of rental premises at the Court's Field Locations; the Procurement Unit (PU) which provides value for money goods and services required by all Organs of the Court; the Transport and Logistics Unit (TLU), providing distribution, supply chain services, fleet management and shipping at HQ and Field Locations. The Travel Unit (TU) is responsible to provide all official travel of the ICC. The Chief GSS reports to the Director of Management Services. The ICC Headquarter Premises are purpose-built facilities with an overall useful space of 56,000 m2. The building has an office part for up to 1,200 staff members, 3 courtrooms equipped with interpretation facilities and audio-visual technology according to international standards, detention areas, a media centre, a conference centre, staff and visitors' restaurant, library, a visitors' centre and exhibition area, parking space and extensive landscape. Furthermore, the ICC operates offices in several of the countries in which investigations are being conducted. Duties and Responsibilities Under the direct supervision of the Associate Facilities Officer, the incumbent performs the following tasks: Co-ordinates the day to day work of the Facilities Management Unit in its delivery of service to its clients. Provides a client-friendly point of contact for clients who seek delivery of facilities services through clear , honest and courteous responses to queries. Provides a point of contact from personal enquiries for FM services, answering questions honestly, promptly and accurately or referring the query to the relevant technical or management entity. In this role, the incumbent is the face of GSS and FMU. Reviews requests for materials, service or facilities bookings for completeness, makes enquiries from clients or service delivery personnel if necessary in order to distribute comprehensible tickets; identifies the service provider (technical, insourced, outsourced), and assigns or reassigns the task accordingly. After the goods or service have been delivered, liaises with the client and service provider while also providing after care including quality control and client satisfaction, then finalizes/archives the ticket. Receives and reviews for completeness requests for office moves; after approval co-ordinates with the requesting office and schedules the delivery of the service including provision of new or replacement furniture. In response to new arrivals or staff movements, issues office keys to staff and interns recording such issuance and returns in the FM tools system. Updates and maintains the use of flex desks and meeting rooms, seeking to allocate the best resource for the intended use, e.g. number of people, requirements for catering, interpretation, water service, VIP etc. Coordinates with service providers for cleaning and/or catering as necessary; ensures the room is ready for the next intended use. Makes sure the meeting services is a one-stop shop for the internal client. Quality controls the internal work ticket system for accuracy and completeness of information from clients and from insourced and outsourced service delivery personnel. Oversees the day to day deliverables against contracts by outsourced vendors for services that fall under the FMU area, e.g. pest control, cleaning, catering etc. Enters data in the security visitor management system and FMU agenda for contractors; arranges for necessary access to work area and co-ordinates the activity with the technical team and the impacted team members of the court. This role requires monitoring of the courtrooms' schedule as well as other activities (e.g. VIP visits) to eliminate the possibility of interference with core activities. Co-ordinates the use and availability of the meeting room facilities in the Court including the associated support services, e.g. catering, cleaning, water service etc. Coordinates the weekly office moves and key distribution. Reviews invoices from vendors to verify their accuracy against the contract and accuracy for goods and/or services delivered. Contacts vendors and/or finance to address any concerns or discrepancies. Completes the Service Entry Sheet (SES) and updates the file in Record Manager (RM). Other duties including training on the service desk tool, first reactor to requirements for lift evacuation, collating management data, collecting and providing information on stocks and use of furnishings etc. Any other duties as assigned. Essential Qualifications Education: Diploma of secondary education Experience: A minimum of four years of experience in facilities and/or hospitality management. An advanced or a first-level university degree may be considered as a substitute for two years working experience only to determine eligibility. Knowledge, Skills and Abilities: Knowledge of MS office through training and work experience. Experience in evaluating invoices and knowledge of business norms. Knowledge on the task completion timelines for specific timelines including logistical items such as the need for outsourced services so that they can manage client expectations. Knowledge of an FM service desk tool, including its various elements e.g. move manager, Keys inventory manager, reservations service manager is desirable. Experience in an international organization is an added advantage. Knowledge of Languages: Fluency in written and spoken English is essential for this role. Working knowledge of French is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.
