The Bitdefender Bid Manager plays a key role in leading responses to private and public procurement opportunities across European Union member states, ensuring the submission of high-quality, compliant, and strongly competitive proposals, with a particular focus on strategic institutions such as NATO, ENISA, national Ministries of Defense, and EU agencies. The role includes managing the entire proposal development lifecycle, coordinating cross-functional and multinational teams, and serving as the primary point of contact for all European tender requirements and procedures.
Key Responsibilities:
- Proactively identify and monitor public and private sector procurement opportunities across EU member states, including tenders from NATO, ENISA, EU agencies, and national Ministries of Defense.
- Lead and manage the end-to-end bid and proposal development process for public and private sector opportunities across EU member states.
- Coordinate cross-functional and multinational teams, ensuring seamless collaboration among technical, legal, financial, and commercial stakeholders.
- Oversee responses to complex and high-security tenders, particularly from organizations such as NATO, ENISA, EU agencies, and national Ministries of Defense.
- Ensure full compliance with procurement rules, submission requirements, and evaluation criteria set by EU institutions and national authorities.
- Develop compelling, high-quality proposals that align with customer needs, technical specifications, and Bitdefender's strategic objectives.
- Monitor and interpret procurement regulations, staying up to date on EU directives, framework contracts, and institutional best practices.
- Act as the primary point of contact for all matters related to European tenders, including clarifications, Q&A processes, and bid submission protocols.
- Manage timelines and resources, ensuring bids are delivered on schedule and within defined quality standards.
- Contribute to bid strategy development, pricing discussions, and competitive positioning for key opportunities.
- Maintain and optimize bid management tools and documentation, promoting continuous improvement in proposal quality and process efficiency.
Core Competencies:
- Proven expertise in managing complex bids and proposals for both public and private sector clients, including EU institutions, defense agencies, and large-scale international tenders.
- Comprehensive understanding of European procurement frameworks, regulations, and compliance requirements, with strong attention to quality and accuracy.
- Exceptional written and verbal communication skills in English, with the ability to produce clear, persuasive, and compliant proposal content; proficiency in additional EU languages is an asset.
- Strong leadership and coordination skills, with experience guiding cross-functional and multinational teams throughout the bid development lifecycle.
- Strategic and analytical mindset, capable of assessing tender opportunities, interpreting requirements, and contributing to competitive bid strategies.
- Highly organized and detail-oriented, able to manage multiple concurrent bids and deliver high-quality outputs under tight deadlines.
- Proactive and self-driven, with the ability to identify, track, and pursue relevant procurement opportunities across the EU and international markets.
- Solid educational foundation, ideally holding a degree in Business Administration, Law, International Relations, or a related field.

- Creative and solution-oriented mindset, with strong analytical and problem-solving skills to address complex bidding challenges and develop competitive proposals.
- Proven experience in contract negotiation, including securing favorable commercial terms and ensuring alignment with legal and compliance requirements.
- In-depth understanding of EU procurement policies and procedures, including the formal requirements, evaluation criteria, and best practices of EU public and private institutions.
- Comprehensive knowledge of proposal development methodologies, from opportunity identification to submission and post-bid evaluation.
- Strong commercial and financial acumen, with the ability to interpret tender documentation, assess risks, and contribute to pricing and strategy decisions.
- Excellent organizational and project management skills, capable of managing multiple, high-value bids simultaneously under tight deadlines.
- Effective interpersonal and communication skills, enabling collaboration with diverse internal stakeholders and external partners across multinational environments.
- Familiarity with defense and cybersecurity sector procurement (e.g., NATO, ENISA, national Ministries of Defense), including sensitivity to confidentiality and security protocols.
- Proficiency in digital tools and platforms supporting bid management, CRM, document control, and collaboration (e.g., Salesforce, MS Office Suite, Teams, SharePoint, Slack).
