The Innovations Against Poverty (IAP) program, funded by the Swedish International Development Cooperation Agency (SIDA) and implemented by SNV, supports innovative, inclusive business models that engage and benefit low-income populations in Cambodia, Ethiopia, Uganda, and Zambia. This program operates a challenge fund to identify and support promising innovations that contribute to poverty reduction and inclusive development in these countries.
The M&E & Partnerships Advisor provides technical advisory services and leads quality assurance processes, enhancing SNV’s operational excellence in implementing Innovations Against Poverty 3.0. This role has a direct impact on the highest level of the project by providing insights on impact and implementation. The advisor works under the supervision of the IAP Multi-Country Project Manager and liaises with SNV in-country teams and IAP partners.
Key Responsibilities:
- Lead quality assurance for M&E in the project.
- Provide technical M&E expertise to enable strategic quality improvement and implement an M&E system compliant with SNV and SIDA requirements.
- Build capacity on M&E and manage strategic global IAP M&E processes for SNV teams and IAP grantees.
- Ensure M&E inputs are provided for annual reporting and internal and external evaluations of the IAP project.
- Design and manage surveys and processes for impact evaluation as needed.
- Ensure data quality across program activities.
- Maintain the monitoring and evaluation database and program dashboard.
- Gather and use evidence from relevant grantees to develop knowledge materials supporting public and private actions that promote systems change at scale.
- Liaise with partners (e.g., BOPInc and Inclusive Business Partners) to ensure coordination and quality delivery across the four country teams.
- Identify, coordinate, and develop knowledge learning documents fostering cross-learning processes with other relevant SNV projects.
Qualifications
Required Qualifications:
- Master’s degree or higher in a relevant field, preferably related to innovations and business management/international development.
- Minimum of 5 years of work experience in providing advisory on inclusive business development, gender and social inclusion, and inclusive innovation. At least 2 years of this experience should be in M&E and Knowledge Management.
- Experience working in an international environment and/or emerging markets is a plus.
Additional Qualifications:
- Experience managing projects in Africa or Asia (experience in both regions preferred).
- Strong analytical skills.
- Ability to build productive internal and external working relationships.
- Effective engagement skills with the private sector and civil society.
- Highly motivated self-starter with strong organizational skills.
- Good networking skills.
- Proactive and solution-oriented attitude.
- Excellent English communication skills, both written and verbal.
- Affinity with SNV’s mission and thematic areas.
- Willingness and ability to travel to project locations.
Additional Information
- Contract Type: National contract.
- Duty Station: The Netherlands (no visa will be sponsored for the Netherlands). Another IAP country (Ethiopia, Uganda, Zambia, Cambodia) will be considered but under a national contract.
- Contract Duration: Initial 2 years, with possibilities to extend.
- Expected Start Date: 1 October 2024.
- Travel: Occasionally (2 to 3 travels/year).
