About the Role:

This is an exciting opportunity within the newly-established Global Regulatory Change, Framework & Oversight (GRCFO) team, part of the enterprise Global Regulatory Affairs Office. The GRCFO oversees the enterprise management and delivery of regulatory change, providing governance and oversight of the frameworks that enable understanding of regulatory obligations, mitigation of regulatory risks, and compliance with applicable regulations. The GRCFO design supports this mandate across three key pillars: i) Risk & Regulatory Frameworks, ii) Regulatory Change Portfolio, iii) Assurance Hub. This role sits within the Risk & Regulatory Frameworks pillar - a high-functioning team focused on framework oversight, both functionally and jurisdictionally, for cross-firm risk and regulatory programs, measuring the effectiveness of these programs through the lenses of anticipation and prevention.

The Risk & Regulatory Programs Practice Lead will manage the oversight of the BAU risk and regulatory programs as well as the centers of expertise needed to administer controls at the enterprise level. This role will report to the Head of Risk & Regulatory Frameworks. This role will primarily own and oversee the components of the Regulatory Change Framework (RCF), from regulatory intake through to rules inventory update and will liaise with the other pillars as needed to support GRCFO strategy.

The Risk & Regulatory Programs Practice Lead will also manage the portfolio of regulations at an enterprise level and provide status and reporting as needed to functional and jurisdictional stakeholders across the Firm to promote transparency and highlight areas of emerging regulatory risk. The Risk & Regulatory Programs Practice Lead will manage the team of Technical Regulatory Specialists who are responsible for interpretation of domain-specific regulations and RCF-related assurance activities.

The ideal candidate will have a well-practiced understanding of regulatory frameworks, particularly in the compliance space, a track record of developing and leading high-performing teams, and working with diverse, cross-functional teams and facilitating reporting needs from stakeholders across the organization.

The main responsibilities of the role include:

  • Actively overseeing the adoption of the RCF across all of Northern Trust
  • Participating in the development and maturity of the wider GRCFO organization and promote engagement with stakeholders across all lines of defense
  • Contributing to the production and review of appropriate regulatory and risk program oversight metrics, ensuring their accuracy and relevance in supporting the GRCFO Strategy
  • Monitoring and reviewing impact of new products, services, organizational change on the RCF and working with relevant teams to refine and continuously improve process, RACI, artefacts
  • Collaborating with stakeholders across all lines of defense, multiple business units and operational leaders to quickly identify and create effective and sustainable solutions for managing regulatory risk
  • Identifying and solving complex, operational and organizational problems leveraging the appropriate resources within or outside the department
  • Executing on complex initiatives involving multiple disciplines and/or ambiguous issues
  • Leading training and communications with partners to promote a robust regulatory control culture and reinforcing risk and control principles relating to regulatory change.
  • Developing and controlling deadlines, budgets and activities pertaining to the supported projects
  • Leveraging and contributing to best practice in change management and execution of complex cross-enterprise deliveries

Skills/ Experience Required:

  • Strong analytical skills, able to present and interpret data to 'tell the story'
  • Ability to connect the dots across functional lines and think creatively
  • Ability to identify problems, develop and communicate solutions. Able to manage the detail and drive execution while maintaining a strategic view.
  • Comfort in delivering to deadlines
  • Excellent communication skills (both written and oral) to interact and manage expectations with senior level audiences, stakeholders and management
  • A strong and proven ability to analyze, break down and explain complex issues in non-technical language.
  • Highly flexible and adaptable to change, with a positive attitude and vision to continually enhance / strengthen current status quo
  • Demonstrate ability to influence and persuade others (e.g. peers, partners, senior management and external parties) to implement change, strategy and decision making in a diverse and matrix environment
  • Experience in the financial services industry with an understanding of regulatory obligations, compliance and risk management within asset servicing, wealth management and banking, and the regulatory environment in which they operate
  • Strong problem-solving skills, organizational skills and time management skills
  • Openness to self-learning, improvement and innovation
  • Several years serving as a regulatory risk manager or other relevant role
