_**Who we are looking for**_

The International Centre for Counter-Terrorism (ICCT) is seeking a Financial Controller and Administrator to manage and maintain all financial aspects of the organisation. This role is part of the broader management team and hence you are a partner at the table when it comes to the financial strategy of the organisation. In addition to the day-to-day tasks, you also have an important role in all ICCT projects (around 20 per year), where you are responsible for controlling the financial plan and supervising financial management throughout the project, as well as responsible for the financial reporting.

You are motivated to work for a small and independent foundation (about 15-20 staff members), that envisions a world where societies are resilient to radicalisation and polarisation, and where citizens are protected by effective responses to terrorism and violent extremism that are grounded in human rights and the rule of law.   We work on many projects with national and international partners, mostly Western governments and international organisations. A few examples that keep us busy include: supporting Dutch municipalities in identifying new security challenges; helping the Dutch government to think about the security implications of Artificial Intelligence; helping youth confronted with radicalisation in their families; or strengthening civil society organisations that seek to prevent violent extremism in Iraq.

**Responsibilities**
- Institutional financial management_
- You manage and maintain all financial activities in the organization, including accounts payable, accounts receivable and debtor administration,
- You prepare financial reports, statements, and records for internal and external stakeholders,
- You manage ICCT’s tax returns and reporting obligations,
- You liaise with our external payroll administrator,
- You develop and supervise financial protocols and processes and project administration system,
- You oversee audits (project-level and institutional).
- Project-Level Financial Management_
- You are responsible for setting up, implementing and managing the finances and control of projects,
- You thoroughly and timely prepare, discuss and publish periodic financial reports for project managers to pass (internal and) external audits,
- Project managers can come to you with their questions, where both solicited and unsolicited advice is appreciated.
- Acquisition and Fundraising_
- You prepare and advise on budgets for project proposals (tenders, grants),
- Support development of project office including centralisation of key institutional financial data, financial history, credentials, etc
- Financial Strategy_
- You support ICCT Management in the design and implementation of ICCT’s financial strategy,
- You contribute to developing and maintaining a risk management strategy,
- You contribute to the institutional acquisition strategy.
- **What you bring to the table**_
- A degree (HBO or academic) in finance, accounting, controlling or a related field,
- At least 4 years work experience in the field of financial administration, accounting, project control or related fields,
- At least 3 years of autonomous working experience in a similar organisation (SME, NGO, foundation, etc),
- Highly organized and detail-oriented,
- Proven analytical skills for monitoring financial reports and ensuring compliance,
- Good working knowledge on all aspects of project control,
- High proficiency in Excel,
- Good working knowledge of Exact Online is a plus,
- Experience with government tenders/grants is a plus,
- Unimpeachable personal and professional integrity,
- Native or near-native Dutch skills is needed; good verbal and written communication skills in English is needed,
- Living in the Netherlands, or willingness to move to the Netherlands,
- **What We’re Offering**_
**Start date**:Preferably March 2025 with a one-year contract, renewable upon good performance
**Commitment**: 30-38 hours per week (0,8 - 1,0 FTE)
**Location**: The Hague, the Netherlands
**Salary**:The salary indication for this position is between €56.175 and €75.241 annually (€4.024,11 - €5.389,87 gross monthly for 38 hours per week. Comparable with Scale 11 CAO Rijk.)

**Benefits**: 8% holiday pay and 8,3% end of year bonus, ABP pension scheme, commuting allowance, remote working allowance, generous leave policies including 29 days of holiday per year (based on 38 hour per week); salary development is linked to the CAO Rijk.
