The Organisation for the Prohibition of Chemical Weapons (OPCW) is seeking a highly qualified and experienced Senior Education and Outreach Officer to join its International Cooperation and Assistance (ICA) Division. The successful candidate will play a key role in supporting the Division's efforts to promote capacity building and knowledge promotion and exchange for the benefit of Member States.
Main ResponsibilitiesUnder the supervision of the Director of the ICA Division, the Senior Education and Outreach Officer will be responsible for:
- Leading the planning and implementation of education and outreach initiatives aimed at supporting capacity building and knowledge promotion and exchange for the benefit of Member States;
- Spearheading and coordinating the Regional Cooperation Programme to be set up by the OPCW for the benefit of the Group of Latin American and Caribbean (GRULAC) Region;
- Coordinating the evaluation of ICA capacity building activities across the ICA Division;
- Coordinating the content and the functioning of the remote learning platform made available by the ICA Division to Member States;
- Preparing reports and ensuring the necessary follow-up;
- Preparing analytical and background papers, talking points, speeches, and correspondence for the Director of the ICA Division and/or the Director-General and Deputy Director-General;
- Liaising and consulting with divisions and other experts as required in the preparation of papers, products, and documents as needed;
- Acting as Budget Focal point in the ICA Division (preparation, monitoring, coordination);
- Coordinating Knowledge Management-related work within the ICA Division;
- Coordinating and facilitating the implementation of audits in ICA by internal and external auditors;
- Planning, contributing to, and participating in external events and meetings relevant to the portfolio, as assigned;
- Performing other duties as required.
The ideal candidate will possess:
- An advanced university degree in a relevant discipline for the implementation of the Chemical Weapons Convention, such as political science, international relations, economics, law, public administration/management, or related social science;
- A minimum of 7 years' experience in a field related to the implementation of the Chemical Weapons Convention, other treaty or verification regimes, or similar experience in other international organisations with an advanced degree, or 9 years with a first-level degree;
- A minimum of 4 years' experience in analysing issues in areas of technical cooperation and/or capacity building, developing adequate strategies, and implementing them in an international multilateral context;
- At least 3 years of experience in formal programme management approaches, stakeholder engagement, results-based monitoring and evaluation in the context of providing technical cooperation/development support to developing countries or economies in transition;
- Experience in identifying and analysing capacity gaps at national and regional level, and in programme/project evaluation and related impact analysis in a multilateral/international context;
- Practical knowledge and experience in results-based management approach.
The successful candidate will demonstrate:
- Excellent planning, organisation, and coordination skills;
- Strong analytical, conceptual, and problem-solving skills;
- Excellent diplomatic skills;
- Excellent drafting skills in English is essential;
- Excellent interpersonal, presentation, and communication skills with demonstrated ability to generate and present reliable information clearly and logically both in writing and orally;
- Flexibility and ability to work and deliver under pressure;
- Tact, discretion, and the ability to work harmoniously in a multi-cultural team and diverse environment;
- Technological awareness and strong computer skills (MS Office package, MS SharePoint, remote teaching platforms).
Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.
