Job Title: Subcontract Administrator

Nouvall Engineering Services B.V. is seeking a highly skilled Subcontract Administrator to join our team in Antwerp. As a Subcontract Administrator, you will play a crucial role in administering construction contracts for various projects in the chemical and maritime industry.

Key Responsibilities:
  • Participate in kick-off meetings to inform subcontractors about administration procedures, including unit rate accounting, evaluation of extra works, and progress payment certificates.
  • Review and approve contractor progress payment certificates in accordance with the contract, obtain internal and external authorizations, and issue authorization to invoice letters.
  • Review contractor additional compensation requests, negotiate, and agree on relevant requests for work execution, obtain authorizations, and send to contractors for execution.
  • Organize weekly subcontracting meetings to discuss open commercial items and issue meeting notes.
  • Approve unit rate accounting in accordance with contractual methods of measurement and preambles, and verify final cost proposals from contractors.
  • Ensure extra works, claims, back charges, penalties, and contract close-out are performed in accordance with the project subcontract administration procedure.
  • Update the subcontract administration report monthly, including all requests for work execution and progress payment certificates issued.
  • Monitor official correspondence with clients and contractors, and inform the subcontract administration manager of critical issues.
  • Draft letters to reply to contractors and send to the subcontract administration manager for review.
  • Follow up on insurances and bank guarantees, and inform the subcontract administration manager of expiring documents.
  • Ensure all contract, unit rate accounting, and requests for work execution documents are properly filed and in auditable conditions.
  • Draft contract revisions to formalize extra works for the subcontract administration manager's review and approval.
  • Assist the subcontract administration manager in evaluating claims, assessing follow-up, and issuing settlement agreements.
  • Assist in resolving disputes with contractors regarding contractual obligations, and participate in claim meetings as required.
Requirements:
  • Hold an engineer or technical degree with a minimum of 5 years of experience in subcontracts and subcontract administration at a site for chemical and oil & gas industries.
  • Have a very good level of written and spoken English, and Dutch is a plus.
  • Have good experience in MS Office programs, including complex Excel files.
  • Have very good communication and leadership skills.
  • Be used to working in an integrated team on complex projects.
  • Be able to supervise one or more subcontract specialists.
  • Be eligible to work in Belgium.
  • Be available to work at a construction site.
