Administrative Operations Specialist in International Relations

The OSCE High Commissioner on National Minorities (HCNM) is a dynamic organization that promotes conflict prevention and integration of diverse societies. We are seeking an experienced Administrative Operations Specialist to support the work of the High Commissioner.

About the Role: The Senior Administrative Officer will manage all administration and support functions, including finance, human resources, information technology, procurement, logistics, and security in The Hague and the field. Key responsibilities include:

  • Contributing to strategic planning and budget preparation;
  • Advising senior management on administrative policies and management issues;
  • Managing financial resources and implementing control procedures to safeguard resources;
  • Drafting internal human resources policy and advising senior management on staffing and professional development;
  • Coordinating recruitment processes and supporting project activities;
  • Developing information management systems and policies;
  • Liaising with host country authorities on building management and protocol issues.

About You: To be successful in this role, you will have a second-level university degree in public or business administration or equivalent. A minimum of seven years of progressively responsible relevant experience in public or business administration, budget, and finance management at the national level, including at least five years at the international level, is required. Professional fluency in English is essential, and knowledge of other OSCE official languages would be an asset.

What We Offer: As a member of our team, you can expect a competitive salary and benefits package, including a monthly remuneration of approximately $10900 USD, depending on post adjustment and family status. Social benefits include the possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.
