Job Description
The Cost Specialist at ASML is responsible for developing a cost engineering database, processes, and tools. This role supports Program Managers and Project Managers in creating initial project budgets to inform investment decisions.
During the implementation phase, the Cost Specialist advises project managers and purchasing managers on RFQs and received tenders. They identify savings opportunities and risks throughout the project lifecycle and maintain the cost database by storing received information.
The Cost Specialist also coordinates external cost consultants hired on major projects and prepares milestone schedules to demonstrate independence between projects in a program.
Key Responsibilities
- Setup and maintain a cost database
- Work with project teams to implement tools and methods for project control
- Assess and advise on cost estimates from contractors and engineering firms
- Assist in defining RFQs and negotiations with contractors
- Prepare milestone schedules and budget estimates
- Participate in cost risk analyses, benchmarking, and cost reduction exercises
- Monitor leading indicators and trends to provide early warnings to project managers and directors
- Liaise with CRE project controllers for financial reporting
- Coordinate cost consultants as needed
- Monitor and maintain monthly project cost reports and forecasts
- Maintain schedule oversight on programs within CRE
- Support target value delivery during estimation phases
- Support project financial close-out requirements
Qualifications
- Bachelor's or Master's degree in an engineering discipline or Business Administration
- Minimum 5 years of project engineering experience with client and engineering design organizations
- Minimum 7 years of experience in cost estimating
- Preferable experience with facilities for high-tech industries
- Experience balancing and organizing multiple projects or assignments
- Strong IT and data skills, including MS Project and Microsoft Excel
- Working knowledge of progress measurement methods and earned value system
